NEWS FROM COUNCIL BLUFES. 0216 Reason for the Delay in Paving Pierce Street, CITY OFFICERS FEAR A SCHEME. Alleged to B Arrangement Contem- plated by Which a Plece of Worth- lews Property Will Be Unloaded at a Handsome Profit, The game of sco-saw which 1s apparently being played by the property owners who want Pierce streot paved on the one side and the council committee to which the question was roferred on the other, i3 thus explained by Alderman Van Brunt, who objects to some of the statements made by those who are most urgent in their appeals to the coun- cilin favor of the paving. There is a tri- angular piece of land on the south side of east Pierce street 535 fect long and running toa point. The triangle and the property on the opposite side of the street belong to the samo partics, who have been among the siguors of the petition for the paving. There is a suspicion among some of the members of the ommittec that after the paving 1s done the 4owners of this triaugular strip will allow their property to be sold for taxes to pay for the paving on the south side of the sircet. The land is practically worthless, on account, of the narrowness of the strip, and the con mittee donot care to allow the property owners to unload it upon the city in payment for several thousand dollars’ worth ot pa ing. The committee is trying to et a bond from the owners of the property stinulating that they will pay for the , and the failure to induce them to sign such s oond is what bas caused the del Mr. Van Brunt s that all the members of the committee arein favor of ordering the puving, and it will be done as soon as chis agreement can be reached. The report that J. Mueller, the emi- nent music dealer, has been crushed by #liding down a collar way with o piano on his back, is without foundation. The old man is as lively as ever, kicking the dust off his compelitors by selling pianos cheaper than ever. Matta's Offensive Note Has Now Been Formally Withdrawn, COULD NOT LEAVE THE YORKTOWN. Though Anxious to Take Passage in Any Direction, Bulmaceda's Friends W the Liberty by Th ro r De- 1 Conquerors, [Copyrighted 1892 by James Gordon Bennett.) Varranaiso, Chili (via Galveston, Tex.). Jan. 16, —[By Mexican Cable to the New York | Herald—Special to Tue Ber.| - Definite in structions were yesterday cabled Minister Pedro Montt at Wasnington directing the withdrawal of Malta's offersive note. It was presumed this had baon dono before, but it is now known that the withdrawal had not been made. A new complication arose today with re- gard to the Balmavedists who sought refuge in the Ameriean and Spanish legations just aftor the fall of the dictator's government and who wero permitted to o on the Usited States cruiser Yorktown a few days ugo. Since then the Chilian governmer made no offort to pravent tho denartura of the refugees and they have beon permitted to travel unmolested from Savtiago to paraiso. It was supvo:el they would get away today in safety aad that taers would be no further embarrassments growing out of the prote: anted them by the American and Spanish legations, has Surprised the Kefugees, At the last moment, however, the Chilian government refuscd to guarauteo the safety of the retugees while goiug from the York- town to departing steamers or to agree that the steamers upon whick they took passage should not be searchea. This decision of the Chilian government, surprised the refuge who had hoped to vetaway from the restraint under which they have rested for mosiths, but it was a still greater surprise to Miuiste Kvan and_the ofticers of the Yorktown. Minister Egan had every reason lo be lieve that the Balwacedists would —be unmolested. He had been tacitly assu b wr Pereira, Chilian mmister of forign uffairs, that those to whom ho had gives an asylum would be permitted w leave Chili. Acting on theso assurauces they bad pur- chused thelr passage and had prepared to sail today. ‘Tne refusal of the Chilta authorilies to guarantee the safoty of their lato fors made it unsufe for them to suil. In order to obtain a promise that their fiizht would not be interrupted, thoy offered to take any steamer sailing north or south from Valparaiso, but the offer was not accepted. Lizble to mediate Arrest, Without the guarantee of safoty thev were hable to arrest by the Chilian authorities, or assault by a Chilian mob. Under these circumstances they aid not _hesitate to remain ou board the Yorktown. Captain Evaus of the cruiser has cabled the Navy departmment at Washington for instructions. 1t is believed that instructions will be forwarded that the refugeos be taken to Malleado. Pera, on board tho Yorktown. Whethar tho cruiser will be ordered to suil before some other war ship of the United States arrives here seems doubtful. it is not dificult to understand the cause of the sudien change of front on the part of the Chitan suthorities. The cavinet has no doubt been swayed by opin- ions of various leaders of conservative and radical parties who desire to punish some of the refugees, especially the Mclentas who are aistasteful to the politicians. They de precated the action of the cabinet in silently permitting the Balmacedists to leave San tiaga. G ious Con ations, While it is uot a publicly acknowleged fact, it is well known that the action of the cavinet in permitting the refugees to leave Santiago and go aboard the Yorktown, com. vined with the unconcealed desirs of the con- servatives aud radicals to gain control of most of the offices, came near precipititing crisis 1 the cabinet. There was not a doubt that the refusal to guaranteo the safety of the refugees was made in order to avert trouble in the cabinet. Fire broke ou'. this morning in the Spanish legation on Monedo and Estado strcets in Santingo. The building was burued, but the archives wore saved. The firs spread rap- idly and is still burning. The loss will bo fully $:50,000. Specifications must be drawn to fully dis close the invention, to distinguish between what is new what s old, and claims, upon which the valuo and validity of the patent depend, must bo cast to fully cover | the invention yet not to encroach upon pat- ents already grantod., Failure in either of these respects often ronders the patent vaiue- less orvoid, The employment of counsel skilled in patent law 1s thereforo usually prerequisito to the propor prosecution of & case and a grant of a valuable patent. Many inventors suffer the loss of benefits that should be derived from valuable inven- tions owing to insuflicient protection by pat ots procured through Incompetent or care- less ageuts, ete, For What Granted. Under the laws of tho Uuited States let- ters patent are grauted to any person who has invented or discoversd any new and use ful ar., machine, wanufacture or composition of matter, ot has inventad any new or usefu L improvement thereon. In this conuection it is recommended that the best und safest course is to have a speciul_search made in the patent oftico to ascertain whether or uot the invention bas been heretufore patentod. The advantage of such a search is that if noanticipating patent is discovered th application can be filed with a greator decree of cortainty, wheroas if the invention is found to be old all furthor penseis avoided. The costof a scarch of this uature is &, and with the report of the result thereof the inventor will be furnished with copies of such patents, if any, as em- brace bis ideas. It is much’ botter to have this search made in the outset before incur ring any expense whatever regarding the ap plication for patent.
