Capture the Sehool nd Bor- Dr, Gibbs' to Bourd lin Plan Pros Al ers’ Chalemanship, There is a very intoresting game of politics in progress in the Board of [ducation. The prizes are tho presidency and the chairman ships of tho important committeos, The board, volitieally, will consist of nine republicans and six democrats, but old politi- cal lines are not likely to form the lines of battle in the clection of a president of the | board next Monday risht. The acmour will in all probability pull togother but thiere are sigs of a spliton the republi- can side, alr and Mr. Coryell will join with the six aemo- crats of the bourd wud elect Dr. Gibbs as president. There is stitl some doubt as to the probavle uction of Mr. Poppletor., but the other five democratic members, it is ve lieved, ave solid for Gibbs, The six acmo- crats are Marlin, Pol Smyth, W. N Babeock, C. B. Bubcock and W. S, Popplo- ton. The republican memuvers ot the board, including those just ubout to tako their séuts, arc Dr. Spalding, Chavles Webrer, Morris Morrison, Charles Elzutter, C. L. Jaynes, R. W. Gibson, H. B. Coryell, Dr Gibbs and C. N. Powell. There was a caucus held last Wednesday evening by the republican members of the bourd, at which it was agreed to nominate a mun for president and that the- membors prosent stould stand by that nomination, Dr. S, K. Spalding was the choice of the caucus and the matter was supposed to be practically settled. But a new deal is now talked of, by which itis claimed that Dr. Gibbs has decided to break away from the agreement of the caucus which hie attended ana become the candidate of a combine. I no shiould be elected president it is said that he agreed to distribute the chairman- ships 1n_this fashion: Coryell, heating and ventilation; Martin, buildinizs and property ; C. K. Babcock, claims; W.S. Poppleton, judiciary; W. N. Bavcock, finance; Polnts, teachers and examinations; Smyth, text books 2nd course of study. The other com- mittees will be thrown o some of the repub- lican members of the board but they are not of much importance us compuared with the committees here provided for. It is varely possible that this combine ma; not hold, butit isthe general belief with several members of the board that it will and that Dr. Gibbs will be elected presidant in this manner and with this understanding. “Dr. Gibbs’ name 1s signed to a solemn agreement to abide by the decision of the caucus referred to,” said a man who claimed to know. “Before the caucus ho was a can- didate for president and received three votes for the offico. He is the caucus nominee for vice president. Failing, however, to control the action of his fellew republicans he has apparently made terms with the six demo- cratic members, and with the aid of Mr. Coryell, the otlier republican in the new combine, hopes tp coutrol the bcard. Dr. Gibbs is' peculiarly nonpartisan just’ now und it is hinted by the disgusted republicans that he is trying to make the demacrats of the board not ouly elect him president but also help him to be appointed county physi- cian,” “Dr. Gibbs has never kept any engagement he has made since he has been on the board,” said another retiring member, “‘unless vhere was something in it for himself. He voted for Fitzpatrick for superintendent solely vecause the Filzpatrick people agreed to elect his niece assistunt teacher of music. We did not need an assistant in this branch, and tho doctor’s niece has had very little experience as a musio teacher. It was a trade, and nothing clse, aud he was openly accused of it 1n the board by Mr, McConnell, He did not deny it, either. The socallea nonpartisan members are the shrewdest political wirepuilers on the board, and although there are but six of them they manage to control the organization by their shrowdness, Dr. Gibbs' vanity is flattered by the promisc of the presidency. He breaks anay from the agreement, not in the interest of good government, but in his own interest. He makes me tired.” And the ex-member disappeured bebind a cloud of disgust. SOMEWHAT MIXED, Commissioners Not Certain Will Be the Next Ch an, Charley Van Camp is the big gun of the county commissicuers at the prosent time, and he is keoping the aspirants for chairman of the board on the anxious seat. Berlin and ‘Cimme are the only candidates. It is cur, rently reported that Stenberg will back Berhin and Paddock is beiind Timme, so that what Van Camp says goes in this purticular wstance. ‘Timme makes no sccret of the fact that he is a caudidate, but Berlin hesitat- ingly suys that he don’t really know jusc yet whether he is a candldate or not. 1f thero is County Wi Master's Sale, Docket N, No. 0. —In the_Cireult Court of the United States, for the Disteict of Nebraska: futual Life Insur v al., defendants.—In chancery. By vrder of the president, | P, VEIL, Omaha, Dec. 2, 1601 States for Halbort, In of 1 1 Maste: retary. d244276 1L is guaeraly undorstood that a deal has | ady been ugreed to by which Dr. Gibbs | any honor attached to the position, he don't kiow but ho is entitled to 1t, seeing that ho is the oldest member, but on the other hand ho now sees somo opportunity to do a little something on the floor. After being in a hopoless minority for tyro years ho will now receive some assistance from a repub- lican member, and he isn't sure that he wants to toss the opportunity over his shouldor. At any rate, Van Camp is in a position to dictato terins in tho way of committees and appointments with somo degree of assurance that they will receive careful consideration, Regarding Van Camp's probable choice for chairman, one of the court house democrats said: ‘“Thereis only ono thing that will doter him from voting for Berlin, and that is the effeot that it might have on him at some future democratic convention. It's dead sure that ho is oaly a one-term man, but be don’t think 80, 80 ho may hositate 'a little about voting for a republican, but it looks as 3t Dick had bim fast.” Sovoral caucuses of the three democratic mombers have been held, but thay were un- productive of results until Thursday after- noon. ‘The first one was held at the Paxton, and the mombers were just beginning to get confi fential, when in dropped Mr. Wabster of Hitcheock county, aud in the genoral hilarity that followed' the board of commis- and Douglas county wero alike for- gotten. Messrs, Paddock and Timme made another attompt to corral Mr. Van Camp alter the adjournment of a meeung of (the bourd, but ho managed to give them the slip and no caucus was held. After Thursday’s meoting ho tried it again, and would have been suceessful but Dick O'Keeffe headed him off and he was stecrod straight- way into the eaucus room. The session lasted, in the caucus room and out of it, until after theold yoar had gone to bed. Tho result was. fairly satisfactory to the other memburs but not entirely so. It is admitted that part of the organization of the new board was agreed upon but not all of it. Mr. Timme is now satisfied that he bas a lead pipe cinch on the chairmanship, and a friend of his who is ac- quainted with all developments up to dato says it is “all right if Van Camp don't back out.” There seems to bea fear all along the line that Van Camp may takeit into his head to bolt the track under the excitemeut of a close finish, It is intimated that the pins are all set for the retention of Poormaster Mahoney, and that individual bimself writes orders for his callers with a nonchalanco that would indi- cate that ho didu’t caro whethor school kept ornot. He counts a good deal on Major Paddocld’s partisanship and Timmo's friend- ship, and thinks, to, that Van Camp woul d not interpose serious objections, while he is sure that Berlin would” rather have him in the oftice than any other deraocrat. Judge Stonberg 18 kaown to after Mahoney’s scalp, n which en- deavor he is aidea and abetted by Berlin. This suggestion is aiso received very kindly by Van Camp, whose memory gravitates backward threo or four months whenever Mahoney's namo is mentioned. Maboney was a strong adberent of ex-Com- missioner Anderson, and bitterly opposed Van Camp's nomination in the conyention, but ne claims that he squarod himself after- ward by voting for Van Camp. ‘The new board will convene and orgauizo on they 7th, but appointments will not be made u il the first regular meeting in the month, g be Sheri Bennett's Plans. Every seat 1n the court room, from the bal- cony to the arm chairs in the orchestra cir- cle, contained a moroidly curious spectator. An indiscriminate crowd of males and females, white and vlack, the old rounder and the novice in dissipation, filed into the court room humming **Comrades,” just as Al Keyser’s stom-winding clock struck the hour of 9.
