Interestiny Ideas on the Subjoot of Facili- tating the Business, EXPENSE OF THE SYSTEM EXAGGERATED. ral Will Bo Benefictod by the Schemoe Which i Cers tain to Mature Withi the Decade, Wasmivaroy, Aug. 4.—[Special to Toe Ber Tho most that we can do,” said Postmaster Gonoral Wanamakor today, ‘s 10 do as wall as wo can under existing postal laws, Wo can ask the attontion of tho peo- ple to reforms, and iaform the memoers of con about them when thoy ask us, Weo cannot ourselyes make laws providing tor postal telography, postal sayings bavks, one 1t postigo and univerfal froo delivery, no matter how strongly wo beliove 1w those things. We can only suggest; it is for con Kress to pass the laws.” This in answer to my question, hastily propounded today and replied to off-hand, whether postal legisiation of im portance would be likoly to pass the next congress, and what Mr. Wanamaker pro- nosed to do about it. **You spoke, sir, of tho postal tolegraph; how does that stand, and what can be donc about it “The limited postal telograph plan, 1 think," tho postmaster goneral replied, “is tho best postal telegraph plan yot proposed becauso it is the easiost and most business-like—and it is not immotest for mo to say that for it was the product of months simply of conferences and agitation amongst wen familiar with tho telograph busi ness, os well as the best postal systems, of Europe. It was unanimously ro- ported by tho senato committoo and only failed by a vote in tho house committee, and that too after a series of discussions which wera in favor of the bill. It bas beon mado out to bo a tremendous oxaggeration of gov ornmental power, you know, paternalism, armios of civil sorvice, millions of expense, and all that. It is nothing of the sort; it is simply a proposition that tho preseat forces and vroperties of the postofiice dopartment shull help out the telegraph companies, and that the telegraph companies in roturn for this favor and i consideration of this saving shall trausmit telegrams more cheaply, and so bring tucir immense benefits ithin'the reach of ten or twenty millions of peopie, say, instead of ons million. Person- ally [ velieve this departure would pay the telegraph_comvanics; certainly it is no iu fraction of their vested rights to do as much for them as thoy do for the department aud hence for the people. It is a proposition di rectly to benefit hundreds of cities and towns in this country and to benefit indirectly the whole country, for it proposes to connéet at all pomnts with the postal service; and that is universully used. It brings more of the peo- ple together; it promotes social correspond- cne xcuse me, though; I did uot irean to argue for it to you. \We shall have to wait until the time comes again for that, Certain to Come. “No, T do not sce that the plan will have to be mmhnm] much. No objection was made to t session, from those who looked af it from a purely public standpoiut. It was de- feated because 1t was supposed to antagonizo cortain privato interests. I do not believe that it aid, but if it was fought with tho beliof that it antagonized privato interests, why there was tho fact, and fhere was nothing to do_about it. You may be cortain that the limited postal telegraph plan is coming. It is notcoming, of course, until the people understand it and ask their repre- sentatives in congress to vote for it.’" “1see,” said I “Doubtless it is much same with the postal savings bank plan “Yes, almost exactly the same. That has been falsoly assumed to antagonize the bank- ing interests. My opinion is that by taking a hundred willious of dollars of money out of tho stockings and from under the floors and Mr. Gould estimates the total of “unused the savings in this country as high as that—it would go to all the banking and loan institutiong, and not only carn profits, interest, money, for its deposit- ors, but it would put just that amount of money into_circulation, and not only woutd the bankers profit thereby, but the men in the smaller kinds of business would have just s0 much more capital within their reach to work with. That is not the main thing, cithers it 1s this addition of such a tremen- dous quick capital to the uses of the whole country. ‘I'he main thing, ns I believe, is that it would make millions of people—ye: millions—thrifty, saving, prosperous, proud: it would make them capitahsts, But what I am ving is not to the point, either. Your question is whethor the mombers of the new cougress will look at it in this way, and whether they will pass o biil to permit post- wasters in remote quarters, whore vested vights would not be intorfered with, to re- ceive deposits which the government should be security for.” “You spoke a moment ago about one cent . and as tnough you would like to “Yos, that reform is very dear to think what is involved. To cut the pos on lotters in two would mean an anu deficit of £15,000,000, in addition to the pr outone, Weare novto blame for the pres entone, you know, which has, I think, becu re- duced one-half, say &,000,000, during the last two years. Wo have' had to do 5,000,000 worth of free business for the other executive departments, ein the first place. Then we do a losing business of some §12,000,000 or §1 000,000 0n the newspaper malls, which must bo ‘made up by letter nostago. This is proper: we ought to do it for if there is one way to disseminate mtelligence, which is the object of tho postofiice department, more than another, it is through the newspapers, me; but p Papers Preferved. hen I imagine the average person would ther have his paper than his letter cote cheaply in the mails, becauso he has it como oftener as a general thing. But with these which at least we ought to have A items, credit for, taken into_account, our deficit is only apparent. Yet there seems to bo no way of making it appear only apparent, for it 1s hard to get money approvriated for the uso of the service unless it s seen that it comes back dollar for dollar. The only thing wo can do 15 to economize where wé can wisely do so, und to develop the profitable parts of the business,’ “But would not the revenue recover itself graduaily, although you make this redu tion " 1 asked g wnd [was just coming t The revenue would recover itselfs but not so quickly nor with such certainty as under previous reductions. With the reduction of Jotter postage to 1 cent the inereused volumo of business would be immense; it might be doubled even. Suppose 1t were increasod third or only ons-quarter, would not that sloyment of protty nearly that extra clerks of all kinds, and vent of postofices and tho that point, o ean the em proportion of n the enl tdition of postal cars? Therc comes iu an- othicr itom, you see and an uncertain one, so that while the effect of 1 cenc postage upon tho vevenue could be guessed at, and wo did that in the last annual report and propose to dot in the next, still I think it is best to point out whut scems to bo the truth in this mat tor. One cent postage would make a deficit of probutly #15,000,000 the first year, This would be graduaily reduced eacn year, but it would not_disappear entirely for ten voars inall probability, so1tis of course v fine to say that | cent postago is good: the practical question is, bowaver, cau we afford i1 “Yes, sir, I soa that, but do not the country poople ‘complain, and bhave they nob a right that their needs and desires aro shighted in this matter, while we arc delivering the wail at city homes? If thoy cannot have 1 cent postage or the free delivery advaatages which cities have, what can bo doue for them to equalize the of the system, 50 Lo Speak { to complain Universal Free Delivery, That is & o be made good poiut and one very natural There comes in whit i thougiit to be, us I Lope it is, the beginving of uniy sal free delivery; free delivery iu sma I lages and the furmiug districts, just the samo as in the citles, It may bea long ing, but I hope we have b un 10 see it We are experimenting, & you dowbtloss kaow, in forty comwunities, by watchiug the effect of imo com an allowance of some £200 for a_carrier who dolivers and collocts lectors, The early r ports fudicato that this service fa almost PAid for by the extra rovonve which accrues to the particular postofice patronized. It wo conld do that, and If congress would grant tho monos, we could ostablish free deliver wherever it mignt bo wanted.
