Biggs, died yesterday morning at 11 un]nvl(, at her home on South Seventh street, at the advanced age of seventy-four years, The deccased had been ill forabout two months, and a fatal termination was not unexpected. The_ trouble scemed to be de- bility and a geueral wearing out of the v forces, She had lent of this city for a number of and was very weil known. The funeral will take place from the residence at 4 o'clock this afternoon. ‘The oatg brought to_the market this fall are of a very poor grade, and are a drug at 16 cents per bushel. Good oats are scarce and readily command 25 cents. The cause assigned is the continued hot weather about harvest time. ‘The majority of farmers ev intended to thresh ‘from the shock, and hcavy wettings spoiled the gram and it is very musty. Many of the loads brought in are entirely unfit for feeding to horses, and the price will drop still further if m more are disposed of. This force is doing excellent work and will keep quite a number-of teams busy haul- im; away the dirt scraped up on the paving. The streets will be cleaned much better than with the scrapers heretofore used, and at the present rate will be about as fast and much cheaper. Some evil disposed person or persons have displayed their innate cussedness by demol- ishing every street lump on Broadway, be- tween Sixteenth street and the river, besides tearing down and smashing up several ad- vertising boards erected by local real estate dealers. The vandals evidently filled up on *forty rod” at Niebe's joint near the water works pumping station, and perpetrated these outrages on their return to the city. Afterthe bridge is opened it will be neces- sary to have Lower Broadway patrolled by police to afford protection to life and prop- erty in that vicinity. A horse attached to a phaeton made things hum on South Main street yesterday morn- ing. The animal belonged at the Kirk stable and was hitched to a post near the corner of Pearl street ana Fifth avenue. One of the fire deparument teams was out for exercise, and in passing frightened the animal 8o that it broke loose aud started down_Pearl strect at a mad gallop. Passing into Main street, the excited horse attempted to turn down Sixth avenue, but the turn was too short and both horse and buggy were thrown in a hea on the curbstone. Broadway and Main, over American expres: ‘Who Will Help Out the Council? The council has several matters of import- ance on its hands at the present time that are of considerable interest to the citizens. First and foremost is the gas ordinance, that the aldermen handle as though it were dyna- mite, and it is well perhaps that they are very careful how they treat it, as their death warrant, politically, will be sealed if they at- tempt to jugle it outof sight for another period of years, The question of public im- provem nts ulso takes up considerable of the time of the executive body, but just at present they want everything kept as quiet as the grave. Auother matter is that grant- ing the Nebraska Telephone company an- other charter, or of turning over tothem the one now holding in favor of the Council Bluffs Telephone compahy. Then comes the question of the butchers’ union, which want; an ordinance passed compelling all smalle dealers to pay o large license for the privi- lege of peddiing meat about the city. This causes a mammoth howl, as the citizens claim that these dealers buy meat at South Omaha and sell it to them at decent figures, but if the ordinance is passed maintaining o $150 license, ns asked for, the price must neces- sarily %o up, thus inflicting a direct hardship on the'consumers. Next comes the electric light question, etc., while last and evidently least in the aldermanic mind is the question of saloon and gambling house fines, ponder- ing over which the mayor has passed many slcepless night. It may be readily seen that the Council Bluffs alderman should have no time to think of boodle if he gives proper attention to these many matters of public interest, but as they are greatly neglected, it 1s barely possible that he does occasionally allow his mind to reflect gently on the course pursued by his world’s hero, the great McGarigle, and then comes the poser, ‘‘where is the boodle to come from ¢ for, as the mayor says, ‘‘there isn't any too much money in the treasury.” Now the question is, if the matters above referred to are not 8o settled as to fill the pockets of the councilmen, what are they to do! Until these questions are answered the matters cannot be settled. -— Remember that Benson & Shepherd havemever yet sold a lot that has not made the buyer money, and in most cases their money has been doubled, There is just as good a chance to make money now as ever and Benson & Shep- herd have the property to do it with. — Mrs. H. Lee, dress making work. Call and see her, opp. court house. o — After the Manner of Their Elders. There was a very intcresting and enjoyable occasion at the residence of Mr, L.
