The city has been endeavoring for several terms to clean up the streets and sys by publishing notices signed by mar. ayors and other titled personages, T'hese proclamations have a healthy effect on the cash drawers of pet political ¢ but seem to effect little else. Citizens who are ordered to remove gorb age from their yards and alleys are tureat- ened with dire penaltics for neglect or diso- bedience, yet they are not provided with any way of removing the offensive accumulations. Mrs. Beech, the poor, lone widow who fig- ured a few days ago as the prosecuting wit- ness in the caseof Clara McKinley for keep- ing a disorderly hou wis again _on hand und informed the court that Clara had failed to obey orders, and scek green fields and pustures new, but was still conducting her- self m such a manner as to bring disrepute on the whole house and neighborhood. She wanted to swear out a warrant for “Old Mun Kems,” the owner of the property, as she believed he was in *‘cahioots” with' the McKinney woman. She was accommodated, and an oficer was dispatched to order Mr. Kems to appear in court this morning. ———— Knocked a Scab Off. A case was tried before Judge Aylesworth yesterday afterncon in which some of the “Q" scabs took a prominent part. From the testimony of the numerous witnesses examined, it appeared that the difficuly grew out of the feeling that exists between the friends of the strikers and the scabs, Mon- aay evenlng a trio of the latter, Burns, Arnold and Middleton, met two union men, Lynch of the Rock Island, and Roach of the Union Pacific, on Peurl street, and a few questionable compliments were exchanged, which soon led to blows. Although the -abs were in the majority, they stood up to the rack but a very few minutes before taking to their heels. Mayor Sloan and Councilmen Smith and McMillan were of the same opin ion, but City Attoracy Dowd and Council- man Bayliss (of the firm of Dowd & Bayliss) argued contrary. It was finally decided to have an investigation on Wednesday night. The question of issuing bonds was talked over and the eity attorney instructed to draft the proper ordinances for the issuing of honds for water, viaducts and other pur- poses. The meeting then adjourned until Wednesday night. A Sad Case. Asad case of desertion and me to light yesterday af ladies who were looking for a house to rent made their way into an apparently empty one on Twenty-seventh street, just north of the school house. While looking over the rooms they ascended to the second story, where, to their surprise, they found a young girl lying on a broken- down cot with a newly born babe her side.
