General Dan Sickles left his right pillar on the battle-field of Gettyshurg, a quar- ter of a century ago. As you look at General Sickles it is hard to believe that in three years he will reach the age of three scove and ten. Over forty years ago this searred but lively veteran of politics and war was in the New York legislature, and during the bitter debate upon slavery that pre- ceded sccession he wasa_leader of the democracy in congress. His career as a volunteer officer in the service of the union, from the tima he raised his re- nowed brigade . until the day he was maimed for life, and through the battles that were fought between the Chickahominy and Gettysburg,. was distinguished by the same vehemence and tenacity that he had previously di played in politics, and that were subse- quently displayed in another field, about which less is known by his countrymen. It was of this latter—and 1y of his successful efforts at Madrid when he was American minister 10 the short-lived Spunish republic (1869-74) to bring about the abolition of negro slavery in_ the Spanish West Indies,—that he took ocecasion to speak. 1 know that there are documents upon this subject in the state departmentat Washington, from which one of the most striking chapters in our diplomatte annals could be writtén; and it is to be hoped that the chapter, which would bring to light a remarkable but obscure episode in the stormy cavecr of General Sickles, will not remain unwritten till his life has ended. It is not too much to say that it was by General Sickles' pressuro upon the voiuble but wavering Pres dent Castelar that the abolition of slav- ery in Porto Rico was brought about, and it is too much to say that it was under the same pressure that the law providing for gradual emancipation in Cuba, which is now being carried out was promulgated.
