The routine work of the various depart- ments a% the state oapitol is abont all that is being done, and matters of state intorest are very scarce, In the auditor's departmenc the registration of bonds is occupying the time of the clerical force. A BURNING DISGRACE, The attention of your reporter was called to the rchool building at the corner of Fif- teenth and M _streots, which is a disgrace to the clty, and in strauge contrast to the many fine echool structures of Lincoln. This build- ng which is an old, rickety, story and a half frame building, known as the Cantral School House, two rocms of whichare in the base- ment, or rather cellar, and in which are taught about one hundred scholare, cannot help but be a hotbed of disease, They are so damp that the plastering is continuslly fall- ing off, and the ventilation—well, there is no ventilation—and the smell of coal gas is often very perceptible, This is a matter of vital in- terest to the children who attend this echool, and the school board should move in the mat- ter at once, THE METHODISTS' DEDICATION, Tho event of the week in church circles is the dedication of the new St. Paul Methodist Epiecopal church, the commencement of which occurred Sunday, and will continue all week, The building, “which is a large stone structure costing about $15,000, is all paid for excepting §2,000, £5,000 having been raised Sunday. To-night » grand musical concert will bo given, participated in by the best home talent of the city. and will no doubt be a great succers, A DBUTAL FATHER, Sheriff Melick on Saturday sent Deputy Walt, Seeley to Hardy, who arrested and took to Bennott, Larz Anderson, a Dane, on the charge of inceat. I found the work in very bad condition, and much of it in such shaps that it had to be done over again, It scemsns if Shelton had but one policy, and that was fo build the wotks as shabbily as possible, and to have them look well on the sutface, and ns my only de- sire was to protect the interests of “the “other atockbolders, and secure theboet possible con- wtruction, there arose immediately a consider- able difference between us, and from July, 1881, until I severed my connection with ths works, 1n July, 1882, Shelton did everything in his power to defeat my efforts and pravent the work from being properly executed, 8o that it was not not fimg before our feelings were anything but friendly towara each other. As the work neared completion, Mr. Shel- ton endeavored to entrap me into a publicap proval, in one of the most prominent engi- neering papers of this country, of falss snd exaggerated statoments concerning the finan- cial condition of the company and the cost of the works, He failed entirely, and I exposed his duplicity, and from that time until the present, there has been war bstween us, and Shelton has never neglected an opportunity to do all he could to defeat me in all my busi- ness undertakings, but without succese, He has written many mean, iosinuating lotters, makiog all manner of falso charges to such parties as he thonght he could influence against me, and has, I understand, even made_personal visita to the places where I have been employed on engineering work, to endeavor o influence public opinion sgainst me, until the fact that our rejations aro not very friendly and cordial ones is perfectly well known to every peracn at all prominent as an engineer or contractor for work connected with the construction of city waterworks, As I have said above, it is emy for you or any 000 who cares to inquice into the matter, to verify my statements, and it is beyond my comprehension why apy person, except for malicious reasons, could accuse me of being in collusion with such a man, and under such clicumstances, Neithor Shelton nor any pereon aesociated with him, has ever, in any way, had any direct or indirect connection wlth or interest in any engineering or contract work intrusted to mo sinco I sevorad my con- nection with the Omaha Waterworks Uo,, ex- copt a8 1 have said above, in mean and under- handed «fforts to defeat my objects, and pre: vent the success of my work, The charge in your paper that the cost of the works was_increased, by my mismanage- ment, eome §75,000 more than it should have besn, i3 false, the faci biing that much un- necesesary exponse was caused by the outrago- ously bad work which was done under Shel- ton’s monagement, and the purchaso of faulty machinery, before I assumed charge of the work, but the amount was not s great a3 you state, Your referenca to my connection with the United States government work of river im- provement at Omaha, would indicate a lack of consistency on your part, You seem to forget that for several monthe, while Mr. Boehmer was in chargo of the work, you tel- dom issued a paper which did not contain charges sgainst him, ofton so oxtensive as to fill several columns of your paper, and you took great pride in feeling that you were the caurs of his being removed, You also forgot that I was sent to superce e Mr. Boehmer ia the epring of 1870, after having charge of the work at Atchison and elsowhere along the Missouri and Miselssippi rivers, and during the thres years that Ilived in Omaha you never once mea- tioned my name in your paper in such a man- ner that I had any desire or thought of taking exceptions to it. Lresigned my position as government engineer solely for the purpote of eugaging in manufacturing in Omaha, and dinposed of my interest in those works nearly three years ago. T —— Higgins Again Arrested. Yeeterday morning Mr. C. S. Higglns was agaln arrested, this making the fifth warrant which has been served on him for obzcaring the windows of hin saloon. He wan released on farnishir g a bond for §50, and his trlal was sot for Sentember 2. The trial was deferred at the request of City Attorney Connell, who is at pres- ent absent from the city. He will be back at tho time deeignated, however, and try the case.
