The adjourned meeting of citizens called for the purpose of instructing the councll as to its duty In the matter of ralsing revenue was called to order last night by the chalrman, A. C. Graham. Dr.Macrael wascalled on to make a report for the cltizens’ committee of twenty, which he made substantially as given in the BEE yesterday. H. H. Field sald one great cause of trouble was that the city was greatly over-rated. Ten years ago, when we had but 10,000 population, we declared we had 16,000, now we are trylng to make ourselves and the world belleve that we have 25,000 when we have but 15,000. He then introduced the followlng reso- lutlons; Resolved: 1—That the sense of thls meeting demands that the expenses of the clty be pruned down to correspond with its actual size and wealth. 2—That while we will sabmit to any reasonable burdens In the way of taxes and license for the purpose of ralsing revenue, we demand that the saloon shall pay its share or close. 3—That the present council has our confidence, and we will back it In all means looking in this directlon. Charles Hendrle, proprletor of the Councll Bluoffs iron works, thinks one cause of the depression here is that there are too many people In the clty to find employment for. There is no manufac- turlng done here, and consequently no employment for the population. He thought the city had bctter not try to keep up appearances, but had better do ny sensible business man would do, is, discharge men it can not pay. This licensing m-fl be all right, but it {s very doubtful, the saloon men will pay, it will be very easy; but if they choose not to, don't see how it can be collected. Leave all this business in the hands of the common council, where it belongs. The olty has been in this fix before, and by economy has worked ount. F. Mueller sald tnat one trouble was that every man worked for himself and let the rest do as best they could. There was no public enterprise. There were a few exceptlons, but they were exceptions to this rule. am a temperance man, but uot a prohibitionist, If the saloons cannot be closed, I belleve in taxing them, If you can find some way of pro- hibiting the use of liquor I am with you, bnt if you can't clo:e them make them p3y.
