These tolis continued for years and have been In a great measure retalned. While there have been reductlons the established rates have been very arbitrary and In many cases unreasonableand extortionate; and the paople of the state have been subjected to systematic oppression. I will say this muoh, that since the new administration, under Mr Adams, has come f{n, the Unlon Paclfic has done away with a great many obnoxious abuses. Also a great deal to tone down the dlifficulties, but atill there Is a great deal yet undone and perhaps Mr. Adsms may not be awareof It, Be thatas it may, there isa great deal of cause for complaint yet. The general causes of theas complaints are as follows: Of course this ia a pralrle state end the greatest product Is graio and the thing that peo- ple hire must have more than any other commodity outside of clothing is fuel. These two lines, in the matter of graln purchase and transports, the system Inaugarated by predecessors of Mr, Adams, has created such dissatis- factlon and has been such a monoply that it alone has caused a great deal of dissatisfaciion. In the first place the graln elevators are substantlally owned and controlled by the managers of the rallroads. The elovator here in Omaha started out with the U, P. rallroad or 1ts managers (Mr. Dillon and others) investing GO per cent of the amount Invested and controlling It absolutely, while the elevator acroes the river Is owned ard controlled entirely by rail- road people, who have put in their pro rata, and the clevatora along the line of the U, P. are, In the maln, under the control and ownership of the same par- tles. 'hey may withhold the advancs to take in the pleesare, eastern markets at and they may place their GROW RICH at thelr pleasure, to the detriment of swaller dealers and farmers out in the country. ‘The farmer has no show what- - ever in competitlon with these people in shipplog graln, He cannot get an empty car when he wants it, neither can he get a rebate. We wiil go to coal, and I will bring up this question of the law. The coal ueed on the line of the U. P. road, for the moat part, probably ninety-five or cent, is brought from Rock Springs, yoming, The company owns the mines and has taken forcible ponenlonl of them. Rock Springsls 830 miles west | of Omaba That coal s brought here) and is used all along the road at difierent towns. In the city of Omaha only one person 18 allowed to eell that cosl. We have bsen buylng it for $7 a ton, which 18 very reasonable for the class of coal, it being a very excellent coal of the variely, but they come in competition here with coal from Towa, from the cast, and from Fort Scott and they sell it at $7 a ton. They carry from Rock Springs to Omaha, 830 miles. The cost of the coal, mined and loaded on the cars, Is §1 25 per ton at Rock Springs, leaving them $5,75 for Its traus- portetion to Omshs. At Sldney, 414 miles west of Omaha, they sell the same coal for $7 50 a ton. In other words, they carry coal the 830 miles to Omaha for §5.75, and charge for the 400 miles to Sidney $6 50. Down at North Platte is 291 miles from here, and all along the line, excepting at grand Island, the same price provalls, that Is, they charge a higher rate than at ' and at Grand Island they charge only $650 to $7, for the reason that this is in competition with coal brought in from Denver by the B, & M. rallroad. This is the complaint. The people must have the coal, and they see no reason if the rallroad company can afford to carry it for five-elgh's of a cent per ton per mile from Rock Springs te Omahs, why they get 13 cents per ton per mile at Sidney, and at North Platte 1} cents per ton per wlle, and there is a very serlous cause for complaint, And it f8 a discrimination. 1 have a letter from & party with regard to the transportation of wool. The wool rate from Evanstonard Wasatch to Omaka s $1.41 per hundred, from Cheyenne to Omahs, only 500 miles and 400 miles less than Evanston, they chnrge $1 50, and from Sidney and Lodge Po! , this slde of Cheveune, they charge $1.60 per hundrcd, so that actaally a8 you go towards Omaha the rate gets higher. This is an exhibit of discrimination that I regard as serlous. From what I can learn the mme Irrigularity of tarifis is evi- ent on the Barlington system. The grain traffic Is about iz the eame way. In the earlier days we have had one long contest over the U. P. bridge, and 1t is still & pretty strong source of complaint, but not as bad as it used to be. Returning to the coal matter, hard, or anthrrcite coal is selllng here at $9.50, and at Sidney, 414 miles further west, at $20 per ton, In fact, thelr present tariff is prohibitory, as the tariff from Omaha toSidney s made so high that 1t compels the people there to buy Rock springs coal, and that ssme coal that sells for $7 here sells for $7.60 at Sidney, 414 mlles further west. The anthracite coal is brought to Omaha over & thoussnd miles and lald down here for $9.50 per ton, but they charge about $10 for carry- Iog it 400 miles, %VN: regard 10 our GENERAL RATES for iransportation, to show that we have reasons for complaint, the rate m New York to Omaha on first-claes frelght was formerly $1.59, but {s now $1 30, Of this, New York to OChicago, 900 miles, forly cents, snd Chlcago to Omahs, 500 miles, ninety cents. The secoud- l4ss rate Is pinety three cents; from New York to Chlcago, elxty-three; from Chloago to Omahs, thirty, Thied- class, seventy-one cents, of which fory- alx goes between Chicago and Omahs, and twenty-five from Ohicago to New York, Let us compare thess rates with the rates charged from here west: The first.class rate from Omaha to Cheyenne, 516 miles, is $1.90 per hundred. Inother words, when on cAn carry from Omahas to New York, 1,400 miles, iulgUht slassified as first class for §1 50; the Union Pacific charges for 516 miles west of here §1 90, and to D.nver, 569 miles weat of here, the rate 1s $2 46; and to Ogden, 1,032 miles, the first class is $3.00, whila to Evauston, which is this slde of Ogden, 955 miles from Omsha, the firstclass rate Is §4 26, There is a beau- tfalexhibic of what I eall discrimination. The crook was finally captured at the university grounds, When caught he had a chisel, ecrewdrlver, candle, and a tube used for blowing powder into safes, and gave his name as Jack Connor, alias Jake McDowell, allas Willlam B, Wins- ow. He had & hearing before Justlce Cochrane, and was bound over to the diatrict court in $300, and having no frlends went to jail. 1f the worthy mayor of this clty had made a little Inquiry about the where- abouta of some of his policemen the other day when the alarm rang at least five minutes for them and none could be found, he would probably have heard of one being In a saloon pulling sticks or something of that kind with a noted pu- glllst of this olty. Thus the dignity of the city fs allowed to suffer when only one policeman is to blame. Roughs aud snloon bummers have no buslnets on the force, Sunday evening a little eleven-year old boy, answering to the name of Floyd Hays, was g{ckcd up on the streets. He claimed to have come here about two weeks uince from Slater, Mo. The boy’s parents are both dead, though he has a brother hera about eixteen years old. He had neither coat or shoes nor place to stay, and was hungry. Policeman Thompson ploked him up, provided him with supper, a coat, lodging and break- fast, and will make an effort to get him nto the home of the friendless. It is belleved among the knowing ones that there is a gang of safe-blowera in the olty, besides several hard characters, who expect to liye off the great crowd which will be here this week.
