As the new city council has started in with the policy of financial retrenchment the reports of the amouat of bills allowed naturally causes more than usual inter. est. Tt appears that slnce the 1Gth of March they bave allowed bills to nesrly the amount of $13,000, but of this amount it 1s clalmed that about §6,000 was for bllls contracted by the old council. There wero on the auditor's table last evening for "allowance, bills to the amount of $3,500, so that In round figures it ap. pears that It has cost the present councll for running the city two and a half months about §10,000, or a little over $4,000 8 month, The old counsil epent in twelve months over §89,000, or about $7,000 a month, 1 is predicted that the present council will cut eown the run- ning expsnte of the clty over $2,000 a month, and if they can do this without any interests of the olty suffering they will be entitled to much pralse. There is always danger of swinging to extremes, nn{wllilu the old council msy have been too lavish, the danger now ia that the present council may be too econ omlcal, but this fesrisseldom reallzed with clty councils, and If a councll should ba guilty of belng too economical they would epricg into patlonal reputation. The taking awsy of saloon licenses has been one of the causes for the present econ- omical polley. Total cash on hand . $22 620,62 The chief of police reported that dur- ing the month the force had conelsted of a chief, a captaln, five regular policemen and two speclals, The following were the arrests made: Disturbing the peac Seduction Suspicious characters, Deserters from United Resisting an officer DR. CROSS’ OASE. He Gets So Far as the Depot on His Way to the Penitentiary, Dr, Crosa Is still confined in the jail at Glenwood, although Judge Loofbourow ordered him removed to the penitentlary at Fort Madison. Sheriff Farrell, on getting the order, started for the depot with the prisoner Sunday night, bat just as he was taking the traln, he received a message from the judge to hold Dr. Cross there In jall untll further orders. This change was due to the fact that Oroes’ attorneys on hearlng that be was to be taken to Fort Madlson opened com- munication with the judge, and presented some points of law, which the judge felt should be at least examined and thought over before the change was made. The sherl{f was here in consultation with the judge, and it was decided that the doctor should remsin in the Glenwood jall for a few days, while the law poluts were be- ing considered. The sherlff seems to be clearly of the opinion that thers Is no dlscretlon allowed him, but that the Jaw requires him to take the prisoner to Fort Madison, to remain there during the pendency of the appeal. Judge Loofburow has been rather in- clined to the view that the ‘matter was discretlonary, bat authoritles have been presented to him showing the contrary, and o the other hand the attorueys for Oross present a strong case in favor of keeping him at Glenwood. The defend. ant’s attorney have also prepared a show- ing and presented it to Judge Reed, of the supreme court, and asking him to issue the necessary order for the doctor's retention at Glenwood. The matter will be declded In a fow days. Sheriff Farrell says the reports con- cerning Dr. Cross’ failing health are all false. The doctor looks well, and seems to ba in good splrits, talks freely, and In fact has nothing In hls condition or de- meanor which warrants any such sensa- tional storles, He folt very badly about going to the penltentlary, and was re lieved when the sheriff started back from tho depot Sunday night for the jiil. The dootor is kept with the other pris- oners, belng allowed no special favors or subjected to any speclal durance.
