Sundry Business Done at a Daylight Session, A special seasion of the ity cofincil was held yceterday afternoon, at which the mayor, and Aldermen Keating, James, McMahon, Mynster and Sledentopf were present. On motjon of Ald., James the clty clerk was instructed to advertise for bids for filling Eighth street, between Bighth and Tenth avenuee, and First avenue between Eighth and Tenth streats. Ald. James offered a resolutlon ap- propriating $200 from the general fund for the improvement of Ninth street. Roferred to the committee on strezts and alieys. 'he commiitee on strests and alleys was Instructed to parchase two cars of lime-stone of Regan Bros.,, not to ex- ceed $20 per car. Ald, Sledentopf stated that the work of the epeclal assesement committee was be- coming so laboricus that more clerical help was needed and on motlon, Mr. William Siedentopf was authorizad to take charge of the special assessments and keep all accounts and lists in order. Clty Attorney Holmes reported that he found nothing in the statutes requiring the olty auditor to keep the special as- ecasment accounts, and in his opinion the work belonged to some agent employed by the clty council, and who should have a seal of the city. The coun- cil is & manager of all the funds of the city, and the auditor had nothing to do with it. The methods used at the Stata Teachera assccia tion, and the peculiar way m which Clarkson has used his cunning to boost Hunt along, indicate that tuere is a nice bit of gecret his. tory yet to be produced, TRAMP TRICKS, IR How Even the Portaid ot the Halls ot Justice are Marked With Their Signs, describes th It has been known for a long time that tramps have been in the habit of marking the gata pesta of houses visited by thern, 80 as to inform other tramps who might follow whether the place was one at which it was any use to apply for food or money, but yesterday it was learned that they even dared to put their marks upon the door of the court room, 8o as to guide other tramps, and give them hints as to how they could got best treated. The discovery was made by catching a veteran tramp, who has already appeared before Judee Aylesworth, this . being his second appearance. As he sauntered out ot the court room, after receiving his ordorr, to leave town, he stopped at the doorway and hastily made a mark or two, but not 8o quickly but that the officer noticed it, and, very indignant at the defacement of the door, began threatening him with another arrest. The tramp, on being presecd for the reasons, finally explalnea that it was not malicious mischief, but simply some marks to help some of his fellow-suff-rars, There was a sort of a dagger, which meant, he said, “look out sharp,” or in_other words, *‘follow these directions or it may go hard with you.” It was also an intimation to the coming tramp that the jucge on the bench was a keen questioner, and the pritoner must be careful in answering. Then there were two short straight marks, one below tue other, both perpendioular. There meant that it would be better for the tramp to represent himself as having worked on a farm, and by two of these marks, that be must not attempt to tell about working at two different places. With some judges it was safe, the tramp said, to name a number of places whera he had worked, as the tramp could dodge about among them and not gat caught, but here it was not safe to nsme too many, as they might get tangled up under the sharp questionings of the judge. *‘The farm hand racket” was better here the railway racket. Why, he couldn't say, unlegs it was that £0 many tramps had represented themaelves to this court as railway men out of employment that it had worn out. Perhaps the judge had a eoft side for agriculturists, who when at work got small wages, and when out of work, as was natural in the winter, quickly got out of money. In some courts the “eailway racket” worked best. In that case the slgn on the door would be two straight lines side by side like rallway tracks. There were aigso a few dots, indicating that if the tramp could squeeza out a few tears in telling hl- story, it would help. *‘Some judger,” the fellow said, ‘‘give a double doso to asniveller. This ain’t that kind of a coust. A lttle water If it hain't too much of a leak sort of helps out.” An- other bit of information on the door was across and three rude lluks, like a roughly dragn Odd Fellows' sign. This the fellow sald, meant ‘‘no uhulnglng in this place and plenty to eat.” With such help on the entrance to the courts of justice the tramp, who was a stranger, could readily see what was before him, and how he ought to meet it.
