Mr., Frank Wise, the foreman of the driving gang, had two of his fingers on his right hand mashed early in the morning, but amputation will be unneces- sary. At the completion of the driving of the third pile the cap that protects the top of of the pile from spiitting when struck by the hammer, was found to be split, and it was takon away to be bolted together, until a now one could bo made. Seven- teen piles wore all that wero driven, yos- terday. g Mr. 0. J. King superintendent of the building and his assistant Mr. O. Bell wore kept busy most of the day answer- ing questions put to them by outsidors, all being anxious to know what kind of a building it is to be and if he starts in on the plans for a §100,000 building or a $200,000 one. He, (Mr. King) stated that the only correct account of what he vroposed to do was published in The B and that ho was simply following instructions from Washington, His in- structions are to proceed under the last plans received by him which widens the the puilding fourteen feet on Broadway. He will continue on the foundation and # the next session of congress appro- priates the additional $100,000 asked for, the superstructure will be of stone in- stead of brick and the foundation will not have to bo changed. 1t is thought that ten or twelve feet below the bottom of the foundation that there is quick eand as when the piles get down that far they spring up some. The building is to be erghty-six feet on Sixth street and one-hundred and six feet on Broadway. The government ground on which the building is to be erected is 120 by 190 feet. — “BUGGY JIM.” The Bunco Steerer—He Fails to Fool a Council Bluffs Man. A gentleman who has just returned from the state fair at Des Moines reports to one of Tur Ber force his experience with a fellow known as Jim Ballard but by his pals and the crooks generally as “‘Buggy Jim.” 1t seems this ‘‘Buggy Jim” once kept a stable in Chicago and would not allow anyone to have a buggy that was finer thau his, consequently they called him *‘Buggy Jim.” The gentleman reports that this erook tackled him and tried to steer him against a scheme in which the Council Blufls man was sure to win several hundred dollars and had nothing to loose—all that was necessary to win this “pile” was simply to go with *“Jim” to a room where a lot- tery was being carried on and buy one hundred dollars worth of tickets and he was sure to win as they were willing to Tet him win in order to get some others to “‘bite.” The man from this city ‘“‘canght on” to his racket and went with him, He says this ‘‘Buggy Jim" uses more slang than any man he ever heard, so much 8o that he could hardly tell what the fellow was talking about. On their arrival in the room where the busi- ness was supposed to he carried on, the man_ behind the desk gave Jim ‘‘the laugh” at trying to ‘‘down” this man in whom he recognized an old acquaintance.
