ADDITIONAL LOCAL NEWS, BOOMING THE BLUFFS, The Mayor's New Schemes for Adver- tising the City, Mayor Vaughan is preparing to issue a 40 column paper, to be entitled *‘Of- ficial Review of Council Bluffs,” voted entirely to the showing up of the various advantages of this city, There will be but one issue, and this papor is to and de- be given wholly to reading matter, without a single advertisement in it. The plan is to pay the expenses of publishing this review by private contributions entirely, and then distribute the papers free, the number to bo from 5,000 to 25,000 according to the contributions offered. The paper is eapecially intended to attract tho atten- tion and excite the interests of eastern cap italists and manufacturers who by a prop- er presentation of the advantages offered by Council Bluffs might be induced to invest here. The review ls to be divided into different heads, showing the city asa wholosale and retail point, its advantages for manufacturing, its buildings, public and privato socioties, paving and sewer- age improvements, the waterworks, gas, street railway, its parks and drives, its frutt farms and vineyards, railways, eloc. tric lights, etc., ete., covering all possible questions as to Council Bluffs, These papers are to be given to any and all who will mail them, and anyone having any suggestions or information in the line in- dicated are requested to present the same, Col, Keatloy will probably bo as- sociated in the work. In a year when the boldest business navi- gators are shortening sail, and the most venturesomo curtailing expenses, the ob- tainer of Jumbo and capturer of the only sacred white elephant ever smuggled out of Asia serenely starts another amu ment boom, He defies hard times with a herd of forty eleplants; builds bigger can- vages, fills them with bigger troupes and collections; runs biggeér trains, makes a bigger parade and even draws bigger crowds than ever. To an editor who questioned the wisdom of this policy, the Napoleonic old manager, recently shrewd- ly roplied: “Our policy is to offer the public the most substantial inducements to wait for us, and the tighter the purse strings are drawn the greater the necessity of making them wait. This year tens of thousands of people who generally pat- ronize every circus that comes along will content themgelves with one, and we mean to make ours that one. You see for yourself the result here, and itis the same everywhere. We give the public a great deal the most for their money, and consequently, got what money they had to spare for the luxury of a sight-seeing holiday.” Barnum is wiser than his biggest serpent, while, 8o far as injurious moral influences are concerned, his most wonderful show is as harmless as a dove. The advent of Jumbo alone would suffico to fill the biggest canvas, and Jumbo will be here, for the first and last time, as he goes back to England next fall. In attempting to get upon a train just mov- ing out of ths station he slipped and fell under the cars, the wheels passing over his shoulder and over hsleft leg near the ankle. Lemen, of Council Bluffs, delivered an excellent addressat thecourt house Thursday ovening to a good audience, upon the subject “Can The Prohibitory Law be Baforced in our Cities.” After the lecture a collection was taken up for The Home of the Friend- less. Mr, Lemen is laboring very hard to bring relief to the homeless and helpless, especially to the children who have been rendered penniless orphans through the influence of the rum traflic. He has suc. ceeded in gocuring a “‘Home" for quite a number and is feeding and clothing and educating them, In order to carry on the work of caring for theso unfortunates Mr, Leman spends a good deal of his time traveling and de- livering lectures and organizing local as- sociations. These local associations are auxiliary to the Home of the Friendless agsociation at Council Blufls, and yet in a senso they aro independent., FEach local association has its prosident, secrotary and treasurer, The several members of the local associations are also members of the Council Bluffs association, by virtue of the payment of monthly dues. There are several advantagesto be derived from these local societies, 1st. There may be a social advantage, growing out of the relationship existing between one another as members of the society. 2. Tt may be an intellectual advantage.
