Sargent, ex-minister to Berlin, arrived in the city this morning, “I have just come from New England,” he sald, in response to the inquiries of aStaR man, who was standing by when he signed the register at the Riggs House. “Ihave not yet determined how long I shall be here. Yes, 1 have looked at the political situation closely enough to make me confident that Biaine will win.” “Then you like the nomination?” Tre Star sald. “Yes, it is strong; particularly strong in New ‘York state, Calliornia, and all along tue Pacific slope. The disaffection of the working men trom Cleveland adds to Biaine’s chances.” “How about the forelgn puilcy?” “England bas nothing to do with electing our President” was the reply. “It is assuned,” hinted Tae Star, ‘that Blaine will havea more aggres-ive foreign policy than that of the preset administration?” “Assumed by Whom? MOSES BRADSHAW APPOINTED CHIRP OF THE STAMP DIVISION TO SUCCEED CHIEP GRAHAM. ‘The resignation of Mr. Thomas P. Graham, the chief of the stamp division in the office of the Third Assistant Postmaster General, having been re- quested by Postmaster Gerieral Gresham has been tendered and accepted, The reason for this action On the part of the Pos master General was his belief that Mr. Graham had been negilgent in the discharge of his duty tn seeng that the condemned stamps forwarded to the department from the stamp agency were counted and destroyed. On Account of this negligence the Postmaster General belleved that Bruzceman, the clerk in the stam) division, recently arrested for stealing stamps, ha greater ‘facilities for carrying on his operations. The Postmaster General states that he did not jin pugn Mr. Graham's honesty and integrity In tis matter, but simply regarded im as negligent in is duty. Judge Gresham has appointed Mr. Moses Brad- shaw to fill the vacancy. Mr. Bradshaw was a third-class clerk tn the second asslstanv’s office, but Was actin: as stenographer to the chief clerk of the department, He ig a very efficient clerk, 18 a grad- uate of Mr. Young's school, and was at one ume ne of the corps of stenographers in the House of sentatives. THE WORK HAMPERED BY INSUFFICIENT APPROPRI- ATIONS. Col. Rockwell, commsssioner of public buildings and grounds, will, in a few days, complete his ar- Tangements for improving and beautifying, as far as possible, the various public reservations for the Present year, The sundry civil bill does not make ag ample provisions for the work as was desired tn some Instances, and the work will be hampered in consequence. Twenty thousand dollars was ap- Propriated for the improvement ot reservation No. 17, and this work will be continued during the year. Roads and walks in the northeastern portion of the reservation will probably be laid out at an early day. For Improving the White Lot only six thous- and dollars was appropriated, ten being asked. AS ten thousand dollars was appropriated last year, the tmprovements cannot be carried on as exten: sively a8 then. Twenty thousand dollars was asked for the care and improvement of the various other Teservations and parks, it belng estimated that one- half of that amount would be necessary for the roper care of the grounds. Only five thousand jollars was appropriated, which, It can readily be seen, will hardly suffice’to keep the grounds in good order. The appropriation last year was $15,000, and a similar aimount this year would have perinit- ted excellent care of the grounds, with some addi- onal improvements.
