Tn both countries the doc- trine promulgated has been upon radical lines—that the land of » country bolongs to the peoplo of that country, and that it must be restored to them, without any com. pensation to existing land owners. The manifesto of the Baglish League makes no-objection to any compensation which the governing classes may chose to make out of their own pocketsto those of their number who are deprived of existing rights in lands, but it emphatically de- clares that the classes which havo suffered from being deprived of their natural rights should not be called upon to pay for the resumption of their own. The Bcotch manifesto declared that cempen- sation 18 rightfully due from those who haveebeen unjustly deprived of it, but adds that they will be satisfied with the restoration of the land to the people. ““In both countries the method propos- ed by the Restoration Leagues for the re- sumption of the popular rikhts in the soil is the substitution of a tax upon land val- ues for the various taxes now imposed up- on labor, capital and improvements, and the raising of this tax as rapidly as may be, until all lands is taken by the com- munity for common expenaes and com- mon benefits. In both countries the Re~ storation Leagues urge as a practical be- ginning the reimposition of the tax of four shillings on the pound upon the ren- tal of land, which was agreed to in the reign of William IIl, but which tlm land-holders have un\du‘nlly got rid of.” ““Your books are widely read in those countries?” Oh! yos; but my trip through Great Britain has in some ways accomplished more than could have been accomplished by any books.: ¢ My lectuies_ were]fulfy reported by the local papers. ~ So there is noone on the island, who can read at all, who does not know that there are some men who contend that all men have equal rights to the soil of their country, and whose attention has not been in some degree called to the glariug injustice of the present system. I know of no instances of oppression or greed in Ireland that cannot be paralleled on the other side of the Irish sea, and it is irpossible for Jthem to travel through England and Scotland without feehng that the Irish are entitled to some respect for their great readiness to resent the op- pressions of Jandlords. The most hope- ful signs as to the situation on the other side of the water is that the landlords are at last forced to ntnmPt to justify their ownership of the soil.” **Did you make any speeches in Ire- land?” ** I made one speech; that was in Dub- lin. Michael Davitt was present, and moved a vote of thanks to me.” “‘Is he in accord with your ideas?” “*Substantially. Davitt is the one leading Irishman who has been consistent and having started for the purpose of gaining the land for the people, is still striving to that end. He and his views are steadily gaining in popularity in Ire- land. The settlement of the land ques- tion advocated by the Irish Parliamenta- ry party, headea by Parnell, would mere- ly reduce the rents of the tenant farmers or make proprietors of them. It would do nothing whatever for the laborers or the artisans, and there is a wide, and I believe a rapidly growing, feeling in Ire- land againss any such partial measures. Parnell's wing of the party has endeavor- ed to excite prejudice against any scheme for the nationalization of the land, de- claring that it would hand over the land to the English government; but the ab- surdity of this notion is soon scen. ““The Land League movement derived its vast strength from the belief prevalent among the workingclasses, and especially .315.08 | among agricultural laborers, that the re- forms aimed at, would in gome way ben- efit them, The Irish National League, which has taken the place of the Land League, does not meet this desire nor utilize this strength; but my opinion is that the time has gone by when anything like a nt proprietary on a large scale could be established in Ireland, and radical 1deas are surely’ if slowly, making their way there, This movement will bo aided by the agitation in England and Scotland, where the movement from the beginning started from the radical buln of @ ual rights for the whole people.” ave you met with much enthusiasm in Gren ritian 2" “The utmost.
