WISEST OF THEM ALL Anthar @ Surewd Politician, His Present At de on the Presi- dentinl Question and His Deport- ment Toward the OCandi- dates-A Favorite with the Oabinet, Spectal to the Chicago Daily News Wasnisaros, Febraary 92, — The president is beginning to talk more frecly about presidential matters, So far as | can be learned, he has asked no one tn suppors him and has neither announced nor arranged a plan, but he is permitting his friends to discuss the approaching convention in his presonce, and has in one or two cases even gone 8o far as to introduce the subject himself, Not long ago, when he was speaking, as ho often Goes, of the enjoyment he finds 1n being president, a friend asked him if he did not want another term, ‘“That is something I do not allow my- self to think about,” was the president’s reply. The change that}is coming over him is shown by the fact that the same friend has within a few days discussed proba- bilities and_possibilities with tho presi- dent, and that, too, upon the assumption that he would be among those voted for at Chicago, His attitude toward the other candidates is the same, and ho is doing nothing for himself, but that he is thinking on the question is very appar- ent. There are several men here from New York who are supposed to have come to consult him with regard to the nominatton of delegates in that state Warren of Buffalo, chairman of the state committee, *‘Clint” Wheeler, ex-Con- .| gressman_Crowley, and others—but if the president has given them any sug- gestions, or has proposed any plan, they have not disclosed it by act or word. Jesse Spaulding, of Chicago, and other well-known Arthur adherents from that city, have spent much time at the white house lately, and the correspondent of a stalwart paper in your stato was with the president two hours the otherday. These are given as symptoms, but the results have not yet developed. There are ru- mors of a conference of Arthur men at which the wishes cf the president are to be disclosed, but it hasn’t been held, so far as 1 can ascertain. From a member of the cabinet who fa- vors, as they all do, the presidents re- nomination, 1 learn that his plan, 8o far ag ho has any, is to use no patronage to secure delegates, to interfere with no other aspirant, to mind his own business, and to take what comes to him voluntari- ly or by the efforts of his friends. In pursuance of this policy he expeots to win, but if he loses the nominaticn, his dignity will be preserved, and the admir- able record he has made as an impartial, judicious executive will be complete. The president is the shrewdest poli- tician there is in Washington,” said this cabinet man. ‘His head is clear, his judgment perfect, and his far-sighted- ness phenomenal. He knows the men who are opposing him, and can moasure their atrength and estimate their chances better than anyone. Blaine is worn out, blase a3 a candidate; Sherman has no ac- tive friends; Edmunds does not want the office, aud Liogan’s bocin will die of over- exertion, The president knows he has no dangerous antagonist, and chooses not to be an antagonist himself, Take the recent appointment of Tuthill as district attorney at Chicago. Logan knew the office and the man were neither of any importance to him, but he is a gor- mandizer of patronage, and de- manded the appointment, as he usually Coes. The president knew Tuthill could not affect his prospects one way or the other, and by nominating him prevented Lagan from havinga grievance. Justso, the other day he nominated a protege of Edmunds as justice of the supremo court of Dakota, although the appointment was npposed by every Dakota man in Wash- ington, and by the delegato from that territory in congress. He gives Blaine’s friends all they want, and it is now charged that he has bribed Congressman Skinner, of the Ogdensburg, N. Y., dis- trict, by giving him the appointment of a postmaster. Skinner has been a half- breed leader, anti-Conkling, anti.Grant, anti-Arthur, but he got what he asked for. By this policy the president 1s dis- organizing the opposition.” And 1 find that the abose is a pretty fair description of the situation, Frank Hiscock, who has always been counted as an anti-Arthur man, said the other day that the president had granted every re- quest he had ever made, and there 18 not a New York congressman who will say otherwise, The most active fricnds of the presi dent in his cabinet circle ure Teller, Gresham and Chandler. The two former have an immense amount of patronagé, and are able to influence mauy people. They keop tho president posted as to what is going on, saving little to out- .t |siders, but listening a great deal and dropping a word now and then where it will do the most good. Chandler is shrewd and far sighted. He ranks next to Arthur as a politician, and understands the sigmificance of His former association with Blame gives him a key fo unlock that gentleman’s mysteries, He is careful not to offend; he retains his intimacy with the Blaine faction, which is very important. In this way nota movement of the other candidates is lost, and when the proper time comes the president will be found in the field with well-organized forces, prepared to act. That time will come shortly before, or perhaps not until, the convention meets. The New York delegation will be care- fully made up. ‘*My district will not be for Arthur,” a New York congressman, *‘but its to Chicago will be reasonable nd in those words lies the key to movements there, The Arthur men will excite no antagonisms,swill provoke no animosities, and open no breaches that cannot be healed. The opposition to Arthur cannot crystallize, The men who represent it have no candidate. They don't like Logan, and are indiffer- ent to Blaine, who they are afraid could not carry the state. They would prefor 8herman or Kdmunds, but the former will have no backing, and the latter is for Arthur., They are hunting for an available man to unite upon, and can find none. Paul Vandervoort, who was dismissed from the postal service for not attending to his duties, has charge of tho Nebraska and similar men of odorous reputation and doubtiul character are tho leaders on whom “Black Jack” de- pends. Tho alliance with Blaine gives Logan most of his encouragement, but that is regarded asa mothod of the plumed knight to club Arthur, and not a genuine support, for Logan and Blaine cannot have an intimate political friendship or a personal Ymm)ny for each other. But Arthur will keep out of the way ef the ctub, and when it falls it will disarm the men who are using it. Booms have always been dangerous things. 1f Logan's ever gets big enough to excite approhension in the minds of the friends of other candidates it will be knocked in the head. I have talked with a dozen political leaders from a dozen different statos, and they all answer my questions in the same way. *“Wo will mml an unpledged dele- gation of good men,” they say, *‘and will act as soems for the best intorosts of the party.
