John A, Kasson at the dedication of t he now capitol build ing in Des Moines, Thursday, would cover a space of eight columns of Tux Bek, Following are the most importast points: This noble capitol to-day becomes a monument between two eras in the his. tory of Towa, dividing the transitory rec ord of the state from its grander history begun with the census of 1880, The past of our state presents a brief record which is within the memory of living men. No misty traditions of antiquity have either obscured or illaminated our course. We have lived chiefly in our anticipated fu ture, to which we have sought to give form and reality. First attached in 1804, under the name of the *‘District of Louisiana,’’ to the jurisdiction’of the teri- tory of Indiana, Towa becamo, in 1805, part of the territory of Louisiana, and in 1812, by change of name, part of the ter- ritory of Missouri. [In 1834 all the coun- try north of the state of Missouri and west of the Mississippi river, as far as the Missouri and White Earth rivers,was attached to the territory of Michigan. Two years latter, in 1836, Wiscousin ter- ritory was created, and embraced all that had 80 lately been transforerd to the ju- risdiction of Michigan. After two years more, in 1838, the territory of lowa was established, including what are now the states of Towa and Minunesota and a large section of Dakota, Seven years later, in 1845, congress offered to admit us as a state by the side of Florida, on certain conditions, which established our western boundary at longitude 17 degrees, 30 minutes west of Washington, separating from us the entire Missouri ‘‘slope.” This our_people wisely refused; and fin- ally, in Decomber, 1846, congress exten- ded our western boundary to the proper limit of the Missouri river, and Iowa be- came one of these United States. Thus, only thirty-soven years ago Iowa with 130,000 people and two representatives bocame a member of this great Union of States, which she mnow supports with nearly 2,000,000 of loyal people, with 11 reprosentatives in congress, with over 21,000 school houses, more than 22,000 teachers, and 464,000 pupils; and with & greater proportion of her people able to read than is shown by any other state of the union. The speaker then sketched the histor; of the various Indian tribes who vriuilm{» ly occupied the country, and the various methods employed to” secure the land controlled by them. The long expect- ed time of prosperity has come. ~Instead of struggling wains, dragged by worn beasts over miring roads and across swollen streams, there now depart each day from beneath the shadow of this capitol eighty trains of cars, propelled by a tireless power, and laden with busy men, or with the wealth of state and poople of tho state, I would enlarge the lofty wordsof that greatstatosman, Daniel Webster. If it shall be the will of God that the pillars and domes, towers and walls of tlis groat structure shall fall [»rnslrnto. and evon its forndations be huried from the eyes of men, be it known that at this time, in the one bundred and oighth year of owr independence, the union of the United States of Amori ca, having withstood the shoek of two foreign wars, and of one more terrible civil war, still stands firm, and more strongly consolidated than ever before, having been cemented by blood; that their conatitution still exists unimpaired, and evon improved by the introduction of universal human liberty within its en tiro jurisdiction; and with more than its original usefulness and glory; that it grows every day stronger in the affec tions of the great body of the American people, and attracts more and more the admiration of the world. Urquhart, provided no mineral lands were included. The confirmations made by the senate to-day are: Elias Skinner, postmaster at Hanson, Ia.; Commodores Robert W. Slinfeldt, Alexander C. Rhind and Thos. Pattison, rear admirals, Benton McMillan, chairman of the house committee on claims, to-day dis- tributed 300 Dills to sub-committees. These bills are from one to one hundred yoars old, and involve claims of $100 to $1,000,000. Members of the Missour: delegation in congress met to-day, and resolved to make overy effort to secure the holding of the democratic national convention in 3t. Louis. They will communicate with memboers of the national committee, and present the advantages claimed for that place by its citizens. The house committee on war claims has agreed to report a bill amending the act to relieve certain soldiers of the late war from the charge of desertion, The sol- diers affocted will be those who after de- sertion re-enlisted. Secretary Folger sent tho speaker of the houso a lotter to-day in regard to certain amendments which he thinks should be made in the bill passed last session to prevent the importation of adulterated and spurious teas. ‘‘The act in_question,” he says, *worked great public benefit by the exclusion of worth- less stuff heretofore imported and sold as tea, but some amendments are necessary to render the act effective.” sln, sustained a sprained ankle by a fall from the veranda.
