Mrs. Nancy Cook died Wednesday BOTHERED ABOUT BONDS. The County’ Smpervisors Not Quite Declded How to Issue Them. The county board, now in session, hav- ing practically decided to submit to the people at a special eloction the question of building a new court house and new jail, haye struck a snag in framing the resolution about the issuance of bonds, There seems to be some doubt as to whether the bonds can be made to run twenty years, under the statutes, without some special legislation, some of those who have considered the niatter deeming that the bonds must be paid in ton years. I'he board spent considerable time yesterday in considering the matter, it being the evidont determination of the members to have the resolu- tion so drawn, and the steps taken #0 surely that there could be no legal flaw or shadow of doubt. In considering the question of a new jail, the report of the last grand jury was roceived and placed on file, The follow- ing is the more important part of the re- port of the jury, after examining the jail in person: "irst—In a sanitary point of view, we find it damp, crowdolx, and without the proper ventilation, in fact no ventilation at all. Second—The condition of the struc- ture is such that it cannot resist a well- organized effort on the part of the pris- oners to escape, and we find that it is owing to the continual watchfulness of the officers that the prisoners are de- evening, at her daughter's house at Mal- vern, Mills county, at 8 o'clock. Daily is confined to his home by ill- noss, and s threntened with a run of fover. Rt B HIS FIRST CHARGE. Judge Loofbourow Makes His Debut as District Judge and Talks to the Grand Jury. At Harlan last Monday Judge Loof- bourow, who has just been changed from the circuit court to the district, opened his first term of court. The court house was well filled with attorneys and spec- tators and thore was some natural curi- osity to see how the judge would start in, as for over seven years he has had scarce- ly anything to do with criminal cases. In charging the grand jury Judge Loof- bourow gave some very practical sugges- tions, and the following portion of his charge, as it l&)un in The Tribune, will be read with interest by all: . 1t is your special duty to “inquire firat, into the case of every person imprisoned in the jail of the county ona criminal charge and not indicted, A number of cases of this kind are pending, papers in each case will be submi you. Itis sho!our duty to inquire into thecondition and management of the pub- lic Erlwn- within the county.
