The first no- tico of his dismissal that he saw was in the dispatches in the morning papers. Mr. Furay has long been in the ser- vice of the postoffice department, and has done some good work. The con- firmation of tho announcement of his dismissal will bo received with great sur- prise. The public and his friends will be anxious to know the cause. It is, briefly, that he wrote a certain lotter to the department. This letter roused the iro of the department, and the answer that Mr. Furay got was the announce- ment that his services and pay wero forthwith discontinued. This let- ter is quite lengthy, and covers the en- tire case. It is given further on in this article. Another point to which atten- tion is called is that Mr. Furay had al- ready resigned. His resignation has been some time announced, to take effect January 1, next. So he is not suffering hardship in retiring from the position, How this matter of dismissal came about is as follows: On the 3d of No- vember the postmaster general made an order and gave notice by telegraph that on and after November 1 postal in- spectors when in service mnst not take take more than $6 a day and actual ex- enses. Herotofore they have been al- oyed a salary of §1,600 per annum and 8§ per day for expenses when in actual service. Thig $0 per day would be no onger allowed, but now inspectors must send in an account of their actual ex- expenses, accompanied by receipts for the sums oxpended. On November 8, Mr. Furay sent in his report for October. This report was made out on the basis of October pay. That is, 6 per day was charged for ox- enses, as the law, as it existed in Octo- or, allowed, This account was sent back to him with the statement that the ostmaster general declined to approve it, and asking for an itemized expense ex- pense account, Mr, Furay, inreply,wrote the letter. What followed has already been stated. Mr, Furay takes the matter very calm- ly. Ho says he is glad that it has hap- pened. Ho had resigned already, and doesn’t want to getback. He says he will not be bound by a retroactive law. In his way of looking at it, a ruling made in November cannot be applied in the month previous, The difforence in tho amount due him under the old ruling and the new ono is not great, but he objects to the principle. Mr. Furay says that ho has taken ‘up the cudgel in behalf of the fifty-seven postal inspectors of the United "States, and is perfectly willing to be the first victim. Inspectors all over the country have sent telegrams congratulating him upon the stand he has taken. Ho says he will never pat in his claim as the de- partmont directs, Ho will carry the October account into the court of claims, Up to November 3, 1883, and for many yoars preceding, I was under the employ of theldepartmentat a given fixed salary and allowance, to-wit: 81,600 per aanum and $56 per diem for the days actually em| .1uyu5’ in traveling on the business of the department, and in har- mony with that contract and expressed agreoment, I made cut my report for eervices rendered in the month of Octo- ber, and duly forwarded the samo to the proper officer of the department on the 8th day of November, and made it out, at the rates for which I was serving during October, namely, 81,600 and &5 per diem for the days actually employed in traveling in the interest of tho depart- ment. What this course of action means, I do not understand unless, it be that of the department intends to make the order of November 5 retroactive to October 1, 1883, and if that be so, I shall resist it for the reasons that if I had only known. it on October 1, I would then instantly have resigned, and not know- ing it, I continued to work at the wages. I was employed under, and continued so to work during the whole month of Oc- tober, and as it takes two parties to make a bargain, I do not propose to let the other party do the wholeof the arranging, after 1 have completed the work faith- fully and well, and under existing con- tract. I have a man at my house, working for me at $26 per month;—he worked all through October faithfully and well, —suppose I was seized with an economic spasm on November 5th, and imperious- ly remarked to him. *‘If you continue to work for me you will only get $15 per month from November 1st,” and suppose he said, ‘‘Very well, the winter is upon us, and I'id have to take it.” Then in a few days he asks me for his pay for October, and asks for $25 as being his due, and suppose then that I sent back his account and stated to him that I had, since I first spoke to him, mentally resolved to date that reduction bock to October 1st, instead of Novem- ber 1st, as I had originally agreed with him, to the extent of cancelling his old contract and giving him a new one. What, I ask, would that hired man think of my senso of equity? What ought he to think of me as @ man? 1 am not capublo of treating any one so, and this being so, Twill rosist such treatment toward my- solf. The postoffice department owes mo over the Albert Lea route, running from Liberty City to St. Paul. If matters are not fixed up before the expiration of the thirty days’ notice, the Towa pool will necessarily go to pieces, and in its downfall will be car. ried the Central Iowa and Northwestern Traflic associations, These are merely traflic agreements to maintain rates, and when the pool collapses there will be no oceasion to maintain rates in these asso- ciations. The Southwestern Railway as- sooiation can only be affected by an ex- tended war, it is thought. It existed long before any lowa association was dreamed of, and has weathered several stormy seasons among its northern neigh- bors. The cutting of rates to the Mis- souri river will naturally effect through western business, and the result of such a war as this promises to be, would be a goneral demoralization of great magni- tude. Some are inclined to regard the action ofg the Milwaukee and St. Paul as a mere “‘blutl,"” but the general feeling is that serious business is intended by the dissatisfied lines. The Colorado Pool. The regular monthly meeting of the Colorado Pool associatson will be held in Denver to-morrow. None but the pas- senger agents will participate in the pro- ceedings, and itis stated that these will be quite interesting. Just what will be the nature of the proceedings cannot be ascertained to auy great extent, but some questionable actions of the North- ern Pacific road will be discussed. For some time this road’s passenger rate a8 been lower than other roads. 'or instance, it only charges a rate of §40 from $t. Paul, Minn., to Helena, Montana. Passengers who come from Omaha and go to Ogden via either the Union Pacific or Denver and Rio Grande roads are charged $60, and besides there is the additional cost of - Omaha View addition, and they a~e, with Messrs, Boggs & Hill, interested i\ the proposed street railway scheme, and the line will bo laid through their land. Let them come; the more the mertier, and we are pleased at all times to note the introduction of street railways. There is no other class of busin in Omaha in which there is no competition except the street railway, and it would be gratifying to the majority of our citi zens should the proposed new road be ex tended down through the city. e DUST TO DUST. In conversation with Mr. Creighton, president of the committee on public works, yesterday, a Ber reporter was informed that, in all probability, Fif- teenth street between Douglas and Far- nam streets, would not be paved this sea- son, owing to the delay caused by the street car company in putting in their tracks. Mr. Creighton stated that the company was notified three weeks ago to do this work,but paid no attention to the warning until about one week ago, and then only seta very small force of men at work, and the outcome is that the work is not yet finished, while the earth is frozen sufficiently to prevent putting on the finishing grade. BRIEF NOTES. A western railrond man said yesterday that he was credibly informed that the freight war between the Missouri river and Utah points would not be brought to an end until January 1. He said that merchants had been given contracts until that date by nearly all the roads engaged in the fight, and that they were assured thet hostilities would not cease until the new year. Tho directors of the Chicago, Burling- ton & Quincy read have declared a 2 per cent quarterly dividend on stock of No- vember 26, payable December 15, The October earnings are expected to be the best yet recorded, with the exception of those of September, and, if so, the Au- gust, Soptember and October earnings will exceed those of any previous three months in the history of the road.
