The Supreme Court at Wash- ington has virtually decided that the people living in the territories has no rights which Congress is bound to re- spect, or Congress has unlimited powers over the territories; as lately reasserted in the civil rights cases, To this some residents in the territories demur, They protest that passing over an imaginary line from a state to a territory should not rob them of all the rights of Ameri- can citizenship, especially when the cit- izens of the teritories aro doing 80 much to develop the resources of our common country. Such argue that Congress can mako no law for a Ter- ritory other than a State Legislature can make for a State. But to return to Utah: We are threatened with a com- mission, who, being appointed by the President, are to be irresponsible to the people, and who are to embrace the widest legmslativo and administrative powers. In other words, Utahis to be treated as monarchies often treat sub- jugated lands, by taking all voice in the government from the people, and placing it in the Lands of strangers. The question is, “Will it pay?” Will it pay to subvert American institutions for the sake of an idea? We are jistitied always in maintaining our institutions at any cost, and upholding our honor the wide world over; but will not this oppo- site precedent be a dangerous one to free institutions elsewhere. What will re- main to the people here who from choice, business or other cause are making Utah their home, of a ‘‘government of the people, by the people, aud for the peo- ple?” This is for our Solons at Wash- ington to answer, Again, are we sure the idea willbecome a reality? That is to say, will the estab- lishment of a Legislative commission do any harm to Mormonism? Undoubtedly it will do injury to Utah as a territoy, to Sult Lake City as a commercial center, It will disturb values, depress real estate, engender discord, drive away capi- tal and entail debt. But that is not the design, that is not the object desired. 1t is the Mormon hierarchy thatisaimed at; will the missile reachit? And it is be cause that this is the doubtful point that prudence would suggest to us to *‘make haste slowly,” [f the government of a territory is overthrown and Mormonism not weakened we have done much harm, whilst the question of compensating good remaing unsolved. This is not a case where the end justifies the meaus, for no end can justify the overthrow of our torm of government in the land. If we go to war on this idea it is t> maintain our in- stitutions and not subvert them. The Mormons have to-day, and always have had the majority in Utah, and whilst this is 80 thoy will measurably control the destinies of this region whether they voto or not. As composed aud united a body as they aro can make themselves felt even if deprived of tho political franchise. But to other matters. Business is not quite so brisk as at this time last year. The crops and mineral out-put has been good, but, owing to exhorbitant freight charges, the farmer cannot tind a market for his products The railroad compan- ies seem inclined to rule or ruin all this yreat western country. They pile on the [ast cent for transportation, and always base their charges on what they imagine a thing can pay, and sometimes, like all other human beings, errmyg in judg- ment, the producer finds 1t better to let the perishable wares rot on his hands, than pay more for trausportation than the geods will fetch when delivered. The great monopolies seem engagod in A war with a view to gobble up Salt Luke City.
