Narrow Escape From a Fire on Dodge Street, Shortly before midnight last night a tire broke out on Dodge strect, between Fifteenth and Sixteenth, in Hine's musio and Look store, in the very centor of tho room and ameng a lot of books. It was discovered by some passers-by, and one of them kicked in the plate glass door pane and went for the flames, while another turned in an alarm of fire from box 15, The department responded promptly and a line of hose was laid, but the fire was out before water was turnud on, and thus the stock escaped a drenching, ' The loss was very slight. Sioux Boys Said to Have Signed the Treaty at Hinman's Order. Sioux Indian com- mission Friday night, has already beem announced, and a notice made of their buing met here by a committee from the The arrival of the constitutional convention now in session at Sioux Falls, Dakota. THE COMMISSION sat Saturday in parlor 25 at the Pax- ton, to listen to the statement of Judge Shannon, of Dakota, Senator Dawes presiding, and a stenographer being pres- ent to take down the testimomy. To make the matter clear, a little statement is necossary. It scoms that a year ago the secretary of the interior appointed a committee to visit the various agencies of the Sioux nation, consisting of Edmunds, Shannon and Hinman, whose business it should be to make a treaty with the In- dians to cede part of their land to the government. The treaty was made, but it 18 now claimed that it was only brought about by misrepresentation to the In- dians, and that 15u-y now protest against its terms. It was for the purpose of examining into this trouble that the senate commit- oo was appointed consisting of Senators Dawes, Cameron, Logan, Vest and Mor- gan of Alabama, with Representatives McGinnis, Hascall and Rice invited to accompany them, Mossrs. Vest and Rice are now acting as a sub-committee to visit the Indians of northern Mon- tana., A reporter of Tik Bk was relin- bly informed Saturdvy that wherever the mission went they had found the GREATEST DISSATISFACTION expressed h{ the Indians at the treaty of which they had so blindly signed. Thir- teen thousand acres of Indian land were, by this treaty, to be ceded to the United States for twenty-five thousand cows and ono thousand bulls, which, valuing the cows at 835 and the bulls at 850 would make tho land sold at about three-fourths of a cent an acre! There has been much scandal about this. Ono sharp old Indian, who realized that twenty-five thousand cows meant about one cow to each man, told a member of the commis- sion that one old cow had been brought around always, te trade, until they were tired of it. JUDGE in his statement Saturday described the tour of the reservation which he and his colleagues had made, and explained the relation of the Santees to the other Sioux and the interest they had in the land, being part of the Sioux confedra- tion and 8o considered the treaty of '68. The committee had visited Rosebud and Pine Ridge agency and the Indians had willingly ~and glad- ly signed the treaty when Dr. Hinman explained to them what the extent of the territory was that they | were 6{.‘,1..« away, all the land between the White and the Cheyenne river and west of the 1018t meridian. Dr. Him- man did the talking because of the illit- eracy of the agency interpreters who were always, by law, half breeds. Mr. Shannon agreed with the members of the commission, however, that the secre- tary of the interior had no right to in- struct Mr. Hinman to secure additional signature he commission held a long session at the same place,in_the afternoon, and listened to able arguments from Messrs. Moudy, Caultield and Kellum, of theDa- kot commission, in favor of opening up the Sioux reservation, and alleging that the Sioux commissioners were gtilty of gross irregularities. They urg- ed particularly the necessity of removing the Indians as a vi the perfect prosperity of the territory.
