Ohief Temploton, of the fire depart- ment, has been taking many precau- tlonary measures to prevent, if poesi- ble, any big blaze here. Chimneys in many instanccs have been in- spected, and in some cases ordered re- built or changed. Some of the larger buildings have been examined for the purpose not only of determining their safety, but to loara how best to direct the fire department in caze of a fire, The lates: preventaive messure is the decision to have men de- toiled st pablic halls and theatres when there are entertainments drawing s crowd. There are in the department some Baboock fire ¢ xtin- guishers which are being put in work- ing order, and a man with one of these | - is to be stationed in every hall where an entertainment is in progress and a crowd in attendancs. This i well enoagh o far as it ere is as much to be feared from a panic as from actual fire. It an audience becomes frightened and makes a rush for etcape, a Babcock extinguisher cannot put out a panic. What is needed is to force the pro- prietors of such halls kere to provide ample and easy modes of exit, and to do 80 at onoe, It isa scrious question whether a fire starting in a theatre here could bo put out before the flimes had enveloped life and lmb, but it is & more seri- ons question whether on an alarm of fire being given, there would not be many croched and trampled upon in the rush of a panic-atrickcn audience down long flights of stairs and through narrow exits. The hots of the city need inspection also, and when found faulty, they, as well as the public halle, should be given rea- sonably safe modes of Ingress and egress, or else compelled to shut up. Some little time since our clty coun- cil passed & law forbidding cattle to run at large on our streets, which or- dinance, of course has met with a great deal of stroug opposition from a cer- tain class, Could it have been ex- pected otherwise? People who will keep as noble an animal as a cow and expect her to steal her living, or get it from manure piles, who care nothing for thelr neighbors’ interests, or have not feeling enough for the dumb ani- mals to induce them to provide feed and comfortable quarters for them would naturally oppose such an ordin- ance. Justice to the cows demands the enforcoment of the law. No one, because poor, should be allowed to keep & cow without providing food and comfortable quarters for her. Run- ning at large they are a common pest, and more particularly to the farmers who come to our city in their wagons and sleds to trade, and if they get out of sight the cows take possession and appropriate anything they can eat, so that justice to the farmers demands its enforcoment; and as to the business men, they pronounce the cows an in- tolerable nuisance. The oity marshal has neglected to enforce the law, say- ing the pound is not softislent or com- fortable enough. .
