REPORT OF THE SKLECT COMMITTER, WassinaroN, December 16.—The bill presented in congress to-day by the joint select committeo on the de- cline of American shipping contains theee ecotions: Firat, that no vessel engayed in commerce with the domin- fou of Canada shall ba subjecs to ton- nage or duty, nor shall consular cer- tificates be rcquired from the same; second, that individual liability of ship owners shall be limited to the proportion any or all debts or ilabili- ties which his u.dividual share of the veesel bears to the whole; third, that when any vessel, whother ateam or sail, shall be coustructed and equipped in the United States for foreigu irado, inoluding trade between the Atlantic and Pacifis ports of the United Staters, the owner or owners of such vessels shall be exn'itied to recsive and collect from the United States a drawbick or the sume equal in amount to the duty which would have been coliccted upon imported materials of iike descrip- tion und of equal quality with American materials used in the construction and cquipment, engines, boilers and other appurtenauces of such steam or sail vessel; provided that on ascertalning such drawback the duties on such tron or steel material shall be computed on iron and ateel advanced in manufacture not bayond the point of plates, angles, bars and rods; and provided farther that this section shall apply only to vessels oommenced after the passage of this act.
