Windom on Party Issues Special dispatch to Tnre Brr, Minxearorss, October 27, —Senator Windom, in a speech at Spring Valley, outlined what he claimed to be the polioy of the republican party of the country. The issue of tariff, he said, causes difforences of opinion in both parties, but it does not create discord in the republican party, The luxuries of the nation should bear a larger share of the tariff and give benefit to the necessaries. We must not tinker with the rariff by making it free trade. 1t is a question which should be care- fully guarded. The democratic party charges republicans with failing to re- duco the tariff, but do not show whot they did in their six years of power, They reduced tho tariff on quinine, but 1t raised in price soon after and has always remained so. The repubiican party is charged with being in favor of monopoly; both par- ties are guilty of that. Congress has power to break down monopolies, not railroad directors, and people can and will demand it of congress. Iam an anti-monopoliat, and will vote for any bill that will prevent monopoly. As to the southern question, I am hope- ful of a more perfect union of the north and south. When the south- erners got to work and atop whittling dry goods boxes and cursing Yankees, they will forget their antagonism, and that time is coming soon.
