The following is the resolution adopted: Kesolved, That a sinking fund be and the same is hereby established, out of any fund not ot{erwifle appro- priated, and that the amount be not less than $1,000 for each and every month, as the council may from time to time direct, and that the city auditor and treasurer be and they are hereby instructed to open a sinking fund “account on their respective bookas, and the treasurer to pay out of such sinking fund only general fund warrants called in for payment, as hereinafter provided, and that the treasurer be and is hereby directed, on the first Thursday ot each and every month, to publieh a call in the daily papers for ten days that he will pay all warrants of such members us the finance committee shall direct, said call to state that the interest in all called warrants shall cease after thirty days from the date of the call; that the city treasurer, city auditor and county treasurer be instructed to keep copies of all calls in their respective oftices for reference, and that no in- tercst shall be allowed on called war- rants, after thirty days of call, includ- ing those used in the payment of taxes, 1t is estimated that there aro $8,000 to §9,000 of outstanding warrants, and that they council can set aside surely $1,000 per mdnth for the payment of thaso, and some months perhaps more, 80 that it is expected they will soon all be paid off. Iivered by carrlers, Offic near Broadivay. have been many objections ratsed by thoughtful citizens against the present system of railway taxation in this state, by which assessment is made at a certain sum per mile of track, no matter whether that mile was across prairie, and through a farming dis- triot, without a side track or a section house, or whether it was & mile run- ning through the very heart of a pop- ulous city, with thousands of dollars piled up in fine depots, buildings and warehouses. Locally, there have been man; other complaints. By the law all property used for railway purposes is exempt from taxation, except as it be- comes a part of the whole, and lumped off at 8o much a mile, The railways centering here thus claim a great deal of valuable property here as exempt, under the plea that it is used for rali- way purposes It is stated that there are valuable lots here, which would readily sell for $1,600 to 82,000, which are thus made exempt because a little sidetrack; or a streak of rust, is rnn across one corner of them, In some cases buildings have been erected on side lo's,jand leased by the railways to other parties, and yet because there ls a ratl or two and a few ties on the rear the lot it used for railway pur- poses, and is therefore free from tax- ation, A list of lots claimed to be exempt has been placed in the hauds of the city council and the city engineer has been instructed to investigate, lot by lot, and report the exact facts in each, 80 that it may be known what ground there is for theso charges. His ro- port will be looked for with interest by many. If John Smith owns a lot valued at $2,000 he has to pay taxes upon it, but when he sells it ;0 a railway com- pany and they build upon it a ware- house and lease it, they need only to run a little side track to the rear for the benefit of their tenant, and thus withdraw it from the tax list, and let privato citizens bear a little heavier burdeh instead.
