The re- cord is a public one, and needs nosup- lementary advertising cirds at his Enndu. If he keeps on his way in- specting all oils, and attending strict- ly to his business as prescribed by law, he may redeem himself, and make the public believe that it was only a mis- take where he took sides in a coal oil fight between two companies, and that he did not intend to do wrong. The public has the right to be pro- tected from dangerous oil, and that 1s simply what the public demands at his hands, and not that he should be- comea tool ina mercantile war be- tweon two houses. If he wants to square his record let him go ahead im- partially, and simply leave his record open to the public as the law provides. As to the Consolidated Tank Line company, it is stated that prosecution will soon commence against them for violating the law. If they are selling oil which is pronounced dangerous by law they should be prosecuted and punished severely. Y BEE: How the Board of Trede Feels, 4ibout the Matter. Tha recent ratse of freigzht rates to this city so as to make thom equal to Omaha, has called for the many ex pressions of indignation at the unfair ness of the diecrimination, and the board of trade of this city took action by which committees were appotnted to get the state conventions of each party to put necessary planks in their respective platforms. The conventions having been held, and the planks in- troduced, the public may be interested in reading the resolotions in full, ex- pressive cf the feelings of the board, The unanimouely adopted ana are as follows: Waeneas: Mr. George Daniels, the railway commissioner at Chicago, whe represents the Towa pool lines, has made a new tariff rate on all freights to Omaha, Kansas City and St. Jos- eph, and intermediate points in Towa, which is 80 unjust that its tendancy is to injure the trade and paralize the commercial interests of the state, and especially destroy the mercantile in- tereats of western lowa by giving a through rate to Omaha, Kansas City and St, Jeseph as low as that given to Council Bluffs, and in many instances below the tariff rate to intermediate points in Towa, many of these being localities whose traffic is important becanse of its immensity and volume, and located on said.pool lines at points in some instances not half so remote from Chicago as the terminal points above refered to, the rate to be charg- ed under the proposed new tariff sche: dule being as high, and iv some in- stances higher than the through ra.es, rosolutions were thus striking a blow at the commercial interests of our pros- perous commonwealth, The said commissioner, Mr, Geo. H. Daniels having admi‘ted recently to a commit- tes of Council Bluffs merchants and shippers that the said pool lines in making out schedule of rates to for- eign points had agreed to pay the ad- ditional rates for transfer, such as bridge tolls, ferriage, eto.,thus direct- ly taxing the commerce and citizens of fowa for the portion of legitimate froights on moerchandise to thesa for- cign points which are competitors with the wholesale dealers and job- bers of goods within the state, there- fore be it Resolved, That the Council Bluffs board of trade appeat to all citizens within its commonwealth, and all political organizations within the state of Iowa to unite makingin common cause against such injustica and cruelty by the adoption of such reso- lutions, in framing their respective platiorms, as will effectually pledge all parties to themselves and to ench other to unite in breating the power thus sought to be asserted in this most unjust and arbitrary manner by the Towa pool lines, That we will appoint a committee to wait upon both republican and demo- cratic conventions when they shall hereafter assemble respectively, and make earnest appeal for such expres- sion as will in befitting terms and manuer condemn to infamy the injus- tice and great wrong thus sought to be inflicted upon the state of Iows, whose citizens have always been noted for their patient forbearance toward those ness portion of the city numerous wooden buildings, sheds and rooker- ies, which are constantly liable to fire, and which under favorable cir- cumstances lead to extensive and dis- astrous conflagrations. That the city has 8o long escaped such a big fire is tho result of good fortune rather than precaution and good judgment. If this state of facts cannot be changed now, there certainly can be steps ta- ken to bring about a change. in the future, and to prevent the increase of risks, There is an ordinance now upon the bgoks fixin% the fire limits as fol- lows: From Madison street along the north side of Broadway street to Cen- ter street, and from Center street along the south side of Broadway street to a point fifty foet east of the Ogden house, and from Broadway street south both sides of Pearl streot to Canal street, and from Court street south along the east line of Pearl street to Dodge street, and from thence east along the north line of Dodge street to the east line of Main street, and from thence includ- ing both sides of Broadway. The growth of the city demands that the five limits should be extended beyond the territory thus described. Under the present ordinance any per- son can ercct wooden buildings, sta- bles or outhouses in the rear of any lot within said limite, if said wooden building is fifty feot distant from the buildings fronting on the fire limits, This will bear some changes for the better. 1t geems hardly just for one to have valuzble buildings joopard- ized and his rates of ineurange in creased by the uearness of fire traps orooted in the rear. Snch steps should be taken as will forbid the putting up of any more of these within the fira limits, and have these limits so en- larged as to take in all the valuaple business portion of the city. avils, which in consequence thereof have grown into proportions which if tolerated longer would destroy the eace, disturb the commerce and para- yze the prosperity of the people and state. In compliance with the foregoing resolution the following committee was appointed and instructed to lay the matter before the republican and democratic state conventions: John W. Chapman, E. L. Shugart, W. C. James, John Schoentgen, Geo. Wright, John T. Baldwin, Lucius Wells, Jobn T. Stewart, D. B. Daily, Thomas Bowman, In this connection it will prove in- teresting to read anew the planks in. serted by the republican and demo- cratic parties respectfully at their re- cent conventions, The republican plank is as follows: We favor national legislation regu- lating inter-state commerce to the end that the system of pooling by parellel and competing lines af rallway and un- just discrimination against non-com- peting points may be so controlled as to affurd healthy competition in all sections of the country in the carrying trade, The democratic convention adopted the following: Resolved, That the right of stato to regulate the railways in their charges for the transportation of freights and passengers having been fully estab- lished and declared, wo demand the exorciso of this right by our state legislators, and wo arraign the repub- lican party of this state for failure to give the people the relief the estab lishment of that principle entitles them to, The large amount of pub- lic Intds and the subsidies these cor- porations have received from the gov- ernment and people, demand that they should be regulated by law; that the constitution confers on our congress coriplete power to give the people re- dress on contracts for carrying from one state to another. Possessing such power, it is the duty of congress Aunother chanco for the council to show 1ts wisdom is in the framing of & building ordinance, The city should doallin its powerto encourage building improvements, but at the same time the city is of such size now that cer- tain regulations and restrictions should be made, so that while builders are en- couraged, the public shall not be ig- nored. When any one builds now there is no limit apparently to the amount of sidewalk and street room he can take, or how he can scatter his building material, pilingit up here and there, and arranging no way for the public to get around it or overit, As in other cities of its size, there should be some provisions so that the public would not be any more inconveni- erced than possible, and so that the public safety may be looked after to some extent, There is & chance in this direction for the council to take action, which, while its effects may make little differ- ence will in the course of years result most favorably for the city. rotary power wind engine is on exhibiti‘:‘nr:t‘:,ha Ogden house. A Progressive Institution. In to-day's issue of Tne BEr appears the advertisement of the ex:ensive and rapidly growing furniture manufactory of E. R. Steinhilber, situated on the corner of Seventh avenue and Twelfth street, Mr. Stewhilber, duly appre- ciating Council Bluffs as the manufac- turing centre in the Missouri slope, after carefully looking up the advan- tages of other points, stuck his stakes here, put up his laigo building and is now manufacturing and shipping to all points in the northwest, The suc- cess of his enterprise is assured. He is a thoroughly competent business man, and a_most courteous and gen- tlemanly salesman, Tue Bee on one of its buzzing trips through the city yesterday stop- ped at this busy enterprise, and was surprised to see so many mechanics employed therein, The machinery is all new and iy worked by a seventy- five horse power ergine. It has a ca- pacity of cutting up for manufacturing purposes from 15,000 to 20,000 feet of lumber per week. A great advantage in favor of this factory is that the proprietor has comple‘ed arrange- ments whereby he can lay down lum- ber here at St. Louis prices, that is as cheap as any city in Iowa, east or west, and much cheaper than any point west of here. He employs none but the best skilled and competent workmen Therefore it will be seen at a glance that it is but a question of time before this will be one of the larsest, if not the larg- est enterprise of its kind in the north- west, This frm has ample capital to meet all demands on its rapidly in- creasing patronage, to put in additional ihachinery and other required im- provements.
