A New Rallway Line Connecting Now York and Council Bluffs by Ties Theat Bind, of n new railway line, The talk stretching from Council Bluffs to New York, ripened on Saturday into the action of filing articles of incorpora- tion. It is stated that a New York syndicate is the real backing of the enterprise, and that in each of the states through which the propored rond is to run are to be local organiza- tion. Tho sharper had a drnlt for $10 purportivg to be signed by Mr, Paxton, of Paxton & Gall- agher, Omaha, on Richards & Koeene, Fremont, Ho wanted toborrow some woney on it, and as the viotim knew the firm of Richurds & Keene, and also knew Mr, Paxton's high financial standing, he was induced to grant the loan, but only for one dolla fellow, of course, failed to red draft, and the victim soon found that it was a clumsy forgery, The lesson cost Mr, Camden only a dollar, which is cheap enough, It indicates that the confidence yame is getting worked for very small fish and, yet it is being worked, The sharper is described as rather short and thick set, witha stubby black moustache, q Trustee Notice. In as much as a quorum of the trus- teea of the public library could not be obtained yesterday afternoon, those present decided to adjourn until this afternoon at 4:30 o'olock, at which time it ie hoped thero will be a full attendance, as there are Lills, reports, ete., of nupurlunw to ba acted upon, e Rheumatism, disordered blood, gen- eneral debility, and many chronic dis- eases pronounged incurable, are often oured by. Brown's Iron Bitters, CONUCIL BLUFFS, IOWA TUESDAY, AUGST 15 1582, JA!L JUDGMENT. How the Prieonera Adminieter Justice Among Them- selves. They Donse and Spank Those of Thelr Numbor who are Unraly. There have been some whisperings of late that the prisoners in the county jail are allowed to pummel ench other, and sosk one and another of their number, and some claim that prisoners are occasionally abused, not by the officials, but by fellow prison- ers. The fact of the matter seems to be that the prisoners are allowed to adjust some difficultics themselves, and the authorities claim that this policy is working well instead of 11l It certamly relieves the sheriff and jailor of much work and many un- ploasant taske, The prisonors have an organization of their own, with judge, sheriff, any her officials, and have framed a series of rules of their own in regard to cleanliness and order. Any now prisoner, on his arrival is_expected to furnish a tribute tax for tobacco, otherwise he is obliged to keep the table clean, and floor swept, until re- lieved by the arrival of auother bank- rupt prioner, and if ho fails to com- piy he is dealt with summarily. The other day a fellow allowed him- solf to be locked up in juil as though he had committed some offense, when really ho was there for the purpose of pumping Some of the prisoners and doing w little detective work, The prisoners were quick enough to see through his dodgu, and were about to deal with him in their peculiar man- ner, when he became so frightened that he called on the jailer to release him. Charles Westrope, who ia a little weak-minded and who when mad is almost insanely forceicus, was recently locked up in jail, nnd at night insisted on keeping the other prisoners awake by his yells and cursings. The ‘“‘Judge” ordered one of the prisoners to suppress that noise, and the pris- oner complied. He ‘ot & tub of water and a dipper and stationing himself by Westrope's cell door pro- ceeded to douse him every time he made a noi Tt took about two hours to convince Westrope that he lind botter kewp quict, and _after that |~ he was as docile as couid be desired. The game young man was again placed in jail Saturdey nignt, and was very on finding hunseli locked in. Io cursed the other prironers and cked tho door, and raised a general disturbance, The other prisoners got therr goepel song books, which they use in their Sunday services, and iemming bim in by a circle they sang most lustily, completely drowning bis voice. Music bath charms t sooth the savage breast, but it failed in his case. Ho struck out at the sheriff, but missed him. Then the prisoners gobbled him up, Jaid him tull Jength, fcs downward, upon the table, and while some held him, one of the executive officers took a pieco of board und administered & stinging spanking, consisting of ten blows. He then submitted, and has preserved good order ever since. The crazy soldier from Fort Omahs, who was looked up in jail Saturday night, was a wild one. The cause of his sudden insanity is a mystery. He waa all right Saturday morning, but a regular ‘madman by nightfall. He was kept in a side room bnmrdny mght, and on Sunday morning it was found that he had barricaded the door with the bedstead, and prepared for a pitched battle, Ho faucied he was warring with redskine, and whe. the juilor furced open the door he opened tiro using as ammunition anythingand everything within reach, dishes, chairs, shoer, eto, Some of the prisoners were called in and they captured the unfortunate man, and held him by main strength, He showed such un- usual violence that it took one man for each leg und arm, and one for his head, to hold him while tho cflicers put the irous on him, o that ho could ba taken in eafety back to Omaha, his lieutenant coming after him. In this way tho prisoners help in performing police dutics at the jail. Under this system there is a liabili- ty of abuses springing up, but it is claimed that thus far there has been no such cases, and that the effect has been thus far to keep the jail orderly and cleanly, If ang of the prisoners fail to keep themselves or their cells clean, the others take hold of the matter and the order is scon put in force. e Clesr Up the Oity.
