WasminaTox, D, C., May 26.—Sen- ator Bayard, from the finance com- mittee, reported a substitute for the house whisky bill. The substitute, he stated, had been prepared at the treasury department. The substitute is the same as the house bill, except the first, tenth and eleventh sections. The latter is stricken out. The period of bond is made five years, with in- torest rate of b per cent on the tax after three years, The substitute allows the present bonded period of three years to be extended on written uest and renewal of bond. 'he Creek orphan fund bill was dis- cussed until 2 p. m., then went over. The bill providing for removal of obstructions 1n navigablerivers passed. The Japanese indemnity bill was taken up and Senator Jones (Fla.) -eontinued his speech. Senator Morgan followed with a long speech. Senatof Saunders offered an amend- ment to pay the United States consul at the time of the trouble $15,000 out [sourse. of the fund. THE CAUCUS CONCLUSION, The feeling among republicans is strong not to let the Mackey-Dibbell caso go back to the eloctiona commit- tee and before yielding to that, an effort will be made to amend the rules 80 as to disposo of the case as a high constitutional duty of the house, A proposition having boen submitted to the house by Blackburn,'of Kentucky, on behalf of the minority, the majority will submit the following: Whereas, We ars entirely satisfied that the allegations made by Mr. Samuel Dibbel as to forgery and falai- fied evidence have been 2.11y, fairly and exhaustively considered by the committee on alections, and arguments thereon have been fully heard; and Whereas, The cause now comes u for consideration in the house, lns there has been no discussion whatever in the house thereon, and as the house cannot vote intelligently with no guide except mere allegations on one side, on any proposition to refer to a now committee a question which has already been considered by the appropriate committee, but must have the benefit of a full and free discus- sion in order to enable the house to decide the question understandingly; therofore, we submit the following proposition: Resolved, That the house immedi- ately proceed to the consideration of the Mackey-Dibbel case, and after six hours discussion the house shall vote on the question of recommittal by a yea and nay vote, and if the house shall decide this in the negative, it shall thereupon continue to consider the cage until it is finally finished, without dilatory motions. Mr. Calkins replied that he would be glad to listen to the proposition, without binding to do more until he knew what it was, The proposition was then submitted, which was to the effect that a commit- tee of five members be sppointed to visit South Oarolina and inquire into the authenticity of the affidavits and other matters submitted as testimony in the case and examine also into the allegatione of alterations of testimony given and of loss or failure to use the original notes of testimony, and to re- port tothe house all facts 8o obtainod. Mr. Calkins said that while he could repel anything that he thought was intended to reflect on the eommit- tee on elections, he would not so con- sider this, but would aek for a few moments to consult with some mem- bers sf the republican side in order to see if some counter proposition could not be made to take the place of this and be acoeptable to both sides, Mr. Blackburn replied that he had no intention of reflecting on the eom- mittee on elections. The determi- nation to order men on a strike who had gone back to work at a higher rate of wages was owing to bad faith on the part of employers.
