Correspondence of The Dee. Nisuva Variky, Mills county, Towa, May 18.—~The people of this congressional district will soon be called upon to place in nomination a candidate to reprosent this district in congress. Mills county evidently has in the person of J. Y. Stone the ablest man in the district for the position, and the repablicans of Mills county would be pleased to seo their fellow- citizen carryoff thehonorat the coming congressional convention, Butitseems that Mr. Stone declines to be a candidate, and the contest for the position is narrowed down to two can- didates, Col. W. F. Sapp and Major A. R, Anderson. The last named gentleman is very popular with the politicians of this county, but not with the masses ot the republican farmers and business men. ‘This county will oppose Anderson’'s nomination for the reason that the question of regu- lating inter-state commerce will come before the next congress, and Major Anderson’s past record is such as {0 convince the Mills countycitizens that his sympathies are with the railroads and not the people, and in proof of this assertion will present the follow- ing facts: Major Anderson was pros- ecuting attorney [or this judicial dis- trict for four years, and during all this time he did not make any effort to prosecute the three railroad com- panies running from Council Bluffs to Chicago, for pooling their earnings. Section 1207 code of Towa provides that ““it shall be unlawful for any rail- way company to make any contract or to enter into any speculation with any other company running in the same general direction, by which erther com- pany shall directly or indirectly agree to divide inany manner or proportion the join! earnings upon the whole or any part of the freight transported over such roads, and any vio- lation of this provision shall render the railway company violating the same liable to a penalty ot $5,000 for each month for which such earn- ings are divided, to be recovered for the permanent use of the school fund in the name of the state.” It is a fact that during all the tour years that he was state attorney he did not institute proceedings to re- cover about $300,000 that the pool liaes had, by the violation of section 1297, forfeited te the state for the use of the permanent school school fund; that these companies did violate this law is' known to every reader of a daily paper in Towa and Nebraska, and was known to Major Anderson These companies did not only pool from Council Bluffs to Chicago, but but pool from Council Bluffs to In- dianola, Knoxville, Des Moines and other points in Jowa, and the ofticers of this company have boasted of their being able to harmonize differences by pooling their earnings. During the last session of the Iowa legislature, Lewis, of this county, offered a resolution in the house de- manding that a committee be ap- pointed to investigate the pooling of theso railroad companies, and reyort to the houss the result of such inves- tigation. The resolution was roferred to the railroad commissioners, of which Anderson is a member, and we have looked in vain for the commis- sioners roport and have not yet seen it and never will. A bill was offiered in the house to prevent officers of the state and coun- ties from receiving from railroad com panies free passes. This bill was re- ferred to the railroad commissioner of which Major Anderson was a member, and after examining it returned to the house a laughing, ridiculing report, Six years ago the spot where Minden now exists showed no visible mark of & building. The skillful hand of the carpenter has been at work, and the result is a number of fine residences with a number of fine substantial business houses, all of which are doing a thriving business. The Lutherans have a new church going up which, when finished, will be a comfortable church edil The building is located in the north part of town on a high plateau witha com manding view of the country. You can see farms all around, which are under a high stato of cultivation, and beautiful groves, young and thrifty orcharde, which in a few short years will produce fruit suflicient to supply our home demand. B Quite a number of our first settlers in this county took their departure from Johnson county eight or ten years ago, and others from the rame place] have continued to immigrate until our county has become thickly settled and aro industrious and suc- ceseful farmers and in such circum- stances that their remaining days can be epent in comfort and ease. This spring has been & more favora- ble ono tor farmers for putting in their crops than this locality has en- joyed for many years and they are nobly improving their time in putting in tho largest acreage of corn r known in this county. Wheat is growiog nieely. The copious rain on last Sabbath has much revived all veg- etation, If the semson continues as favorable it will be but reasonable to expect one of the largest wheat crops the coming fall that Pottowattamin county has ever experienced. The prohibition amendment has geined some favor in this locality since the opening of the campaign; the whiskey organ, tthe Nonpareil, is doing all ir: its power in opposition of vemperance, and to defeat the amend- ment, That little game of honest (7) John's to call a congressional convention for June 22, is heartily disapproved by the majority of voters in this vicinity, and the shystery trick of trying to make it appear that the voice of the peoplo of the district demand this ear- ly convention is severely denounced. Neola puts on its dress of city gov- which was unfavorable to the passage of the bill, and this same beard of railroad commissioners, of which An- derson is a member, in a report ridi- culed and criticised a speech made by Senator J. F. Wilson at Davenport. This speech was in opposition to rail- road monopolies, and was full of kind words for the people. Anderson has long been the attornoy for the Chica- go, Burlington & Quincy rallroad company, and on the west bank of the Botany river, seven miles north of Sidney, stands a town that was named by the that company Anderson, in honor of their faithful servant, Msjor Anderson, and no doubt Anderson would, in the face and eyes of allthese facts, be glad if he could convince the republicans of Mills county that he is opposed to the iron grasp’ of railroad monopolies, That will be hard to do, Had he used as much diligence in per- forming the duties of the officas of district attorney and railroad enmmis- sioner as he did in his efforts to pro- cure these offices, the people of this county might be encouraged to help him into congress.jgyWe think him fully able to ride over this congres- sional district on his free pass, or in his special car, working with his ad- miring politicians to procure the oftice, but if we are to judge his future by the past, he is not able to represent us in congress. Maj. Anderson was a good soldier and deserves some consideration for the services he rendered his country during the late war. But it is a fact that we have in Mills county 100 soldiers working in the broiling sun every day to obtaia a living for their famulics who are entitled to as much consideration as Maj, Anderaon, who have been and are ground down by the iron heel of railroad monopolies that Anderson has feared and will contiuue to fear 1f sent to cougress. As to the record of Col. Sapp we have not made an examination, but will say that if 1L does not bear any better investigation than Anderson’s we think the republicans of this district had better look tor another man to present to the people for their suf- frage.
