Lineoln Journal “The third house members of the Nebraska legislature met in represen- tative hall last night in accordance with Squatter Governor Pearman’s proclamation, and organized by the olection of General Holman, of Da- kota, speaker pro tem, and A. G. Higginson ns sccretary, with T. P. Kennard, of Lancaster, and Capt. Palmer, of Cass, as pages. On taking the chair, Speaker Holman made one of the best speeches of the session, abounding in wit and humor, and wound up by saying his election was a victory for the democratic party. A committee consisting of Kennard, of Lancaster, Root, of Cass, and Bai- ley, of Washington, were appointed a committee to wait on the governor and escort him to the house for the purpose of communicating anything he might think worthy of considera- tion, The committee soon returned with the governor and his private secre- tary, Guy A. Brown, and after a few introductory remarks introduced Mr. Brown, who read the message in his usual forcible manner, At the conclusion of the message a motior was made to have four thous- and copies fnnbed in the German, English and Bohemian languages, which motion was laid over under the rule and ordered printed. A resolution to impeach Governor Pearman for usurping the power of the office in the absence of Pat O, Hawes, was offered and ruled out of order be- cause it was not embraced in thatcall; and further that $he man was a demo- crat, The sessoin adjourned at 10 o'clock without a day. SQUATTER GOVERNOR'S MESSAGE TO THE THIRD HOUSE. Gentlemen of the Third House: Having settled here in your legis- lative capacity, it becomes myduty, as the executive of the commonwealth of Nebraska, to lay before you such mat- ters, as in my judgment demand your careful conaideration and prudent ac- tion. You have responded mnobly tomy proclamation convening you in extra seasion, and for your patriotism exhib- ited on this, and other occasions, you deserve better wages for your services, than the laws of the state will allow 'ou, 4 To farther compeusate you, I bid you a hearty welcome to the capital of the state, where you can enjoya square meal for two or three weeks, at two dollars per day, while your wife and children are at home herding the cattle and keeping the pigs out of the potato patch. Here you are safe from the clutches of the sheriff, and the longer you re- main here in your official capacity, the longer you can stand off the man who ornamented your house with lightning rods, or the fellow who dotted your fields with Marsh harvest- ers, reapers and mowers, on one and two years’ credit. The mild winter you have experi- enced and early return of warm weath- er casts asmile over your countenances which ly tells that you feel thank- ful to Him, the great giver of all that is good and pure, for preserving the lives of your kerds from starvation and cold, the prospects for a bounti- ful harvest in the near future, How different now is the signs of the times from that of twelve months ago. ‘Lhen when you were gathering up the dry hides and bones of your cattle that died from starvation the winter,provious, and lhipping them to eastern tan yards and bone dust fac- tories: while to-day your herds are as numerous as office seekers are in ‘Washington, and before you left home gave orders to sell a cow in order to raise means to attend the circus. All this took place when Nebraska constituted but one congressional dis- trict, and in order to preserve this great brain and fruit producing region intact, you should adopt the Burns bill-throw all the great men and cities tcgether, where they can protect the purity of their stock, and give the embryo statesman of the jackrabbit country a chance to visit the show and exhibit their products, To leave Omaha and Sarpy county in the Second district would tend to demoralize these people tosuch an ex- tent, that they might elect Judge Sav- age,—a democrat, to congress, should Valentine get the republican nomina- tion; for it must be remembered, that while it is true the Third judicial dis- trict of Nebraska is largely republican, an Omaha democrat has occupied the judicial chair ever since that district was organizedd Hence you should at- tach Omaha to a district where her votes will do the least harm, CAMP DUMP, I can not too strongly urge upon you the necessity, of looking after your health while sojourning here at the capital, and to caution you about keeping late hours, and overloading your stomachs with strange victuals; for you might be taken ill justata time when your votes on important measures are needed; and your friends claim that you feigned sickness in order to avoid putting yourself on record. But for the sickness of two of your honorable body last session, the peo- ple of Nebrasks would vote next fall upon an amendment to the cons!itu- tion prohibiting the manufacture and sale of intoxicating liquorain the state. These two votes had been promised and counted on for the measure, and just as they were needed both took ill and lay as limber as_a rag doll until the enemies of the bill defeated its assage, when they arose and were ealed. Sudden attacks of the char- acter, and still more sudden healings, or curatives, have baffled the skill of medical science, and to prevent such an ococurrence in the future, I recom- mend an appropriation of one dollar and fifty cents for liver pads, to be used ‘“lust before the battle, mother,” ECONOMY BEFORE THE LAW. I am proud to see you dispense with the clerks of committees in or- der to lessen the burdens of taxation upon your constituents, This is a step in the right direction, and one that will make the farmer smile when he reads whit you have done. Just why you didn't pass a resolution re- quiring each member to remove his shoes at the door and walk in bare- footed so that you could hear what Kyner, of Douglas, says, instead of buying $500 worth of carpets for the floor, 18 something I do not fully un- derstand. I trust, however, you will let the carpet romain when you return home, and not carry it away in small hits as keep-sakes to show ~posterity the identical spot where you sat when you voted to bounce the clerk and elect a chaplain, This is all I have to say; you will do well to district the state, pay your- selves and the soldiers, and then go home.
