F. Driscoll, the architect, will be revarded with interest: Desver, Col, February 28, Charles F. Drisc 1l, Omaha;: Wiscit prefer Col rudo climate, bt i wilbe home with him on_Wednesday morning. R. W. Hygns, Mr. Hyors is the sheriflf at Platts- mouth, and te went west after Win. scit lnst Friday, the wily ox-contrac- tor's location being discovered at Pacblo, Colorado, Winscit is ar- | vestod on the charge of embezzlement from Dr. Black, a well known busi negs man of Piattsmouth, and from the M. E. chutoh society at the same place, The amount obtained from theas crooked operations aggrogates about 85,000, When Winecit fled from Omaha, December 10ch, Mr. Driscoll states that a warrant for him had been in the hands of Murshal Angell, of this city, for two wecks, which charged him with the crimes upon which he is now arrested. Mr. Dris- coll determined, when he discovered that Winscit had escaped arrest here to follow him up, if it took ten years, and he accordingly resolved himself into a detective agoney to work up the case. In order to carry out this still hunt successfully he obtained the ser vices of a woman who found work in Mrs. Winscit’s house, and through whom many valuable fac s concerning the contractor and his pretended wife were obtained. The letters which were received by Mrs. Winscit indica- tod that her husband had gone first to Atchison, Kas., and had from the taken his way west, but to what exact point could not be ascerlained, as most of the letters were without post. mark and were written in an inge- niously contrived cipher. It was finally ascertamed that Win- acit was somewhere in Colorado, Mr. Driscoll sent photographs of his man and a description accompanying to most of the principal points in that state, and last weck _he heard from one of these in the shape of a letter from Pueblo, which stated that a man was thore corresponding to the de- scription, who was advertising himself and doing business as a contractor under the name of Winscott, Instruc- THE OMAVA voul sympathizing friends she became pro vided with means and household goods, and was apparently desirots o forgetting her absent husband, and only referred to him with expressions of dislike, One she mysteriously folded her portable possessiona within the confines of a trank and disappeared When next heard of she was with her husband again, and they were re- peating the same game on other con- fiding subjects. At Stanbury, Mo., Winscitappeared a8 a contractor, bearing the uame o1 Wm, Norton, He engaged to ocon struct a bank building for H. L. Tomblin, Esq., and made a big aplurge «f his business. Ho beoame an active member of the 1. 0 O, F., and gained the confidence of the lodge to such an extent that they made him treasurer. Aftor a stay of sufficient duration to vstablish consid erable credit, Norton determined te skip out, and did so under the pretext that he was voing after evergreens for trimming the Odd Fellows' hall He borrowed a handsome overcoat just before he left and took it with him. The fact that neither the ardent dix ciple of good fellowship, the overcoat, nor the evergreens showed up in that neighborhood after. ards demonstrated to the Ppeople of Stanbury who had had business dealings with Mr. Norwn that they had cast their bread upon waters from whence it is extremely unlikely to re- turn. Tt was found upon examination into his affairs that he had left the town poorer by several thousaud dol- lars than before he struck it. It was after leaving Stanbury that he came to Omaha and assumed the position of foreman at Boyd's opera house. After the completion of that structure he branched out as a con tractor and at the time ot his depar ture, December 10, he had ahout forty buildings on his hands, His credit became large and he borrowed con siderable money to cary on his upera tions in this city beside the amonnte he obtained at Plattsmouth, His total indebtness is about §8,000 O this amount 1t ot thought that Wingeit carried away much, o8 he hs been most lavish in his expenditure Personally he was a most agrecable gentleman to meet, and was very gen erous with his frienda. Ono of the recently discharged B, & M ductors wears a bandsome di: pin presented him by Winscit, in re- turn for a favor done the latter in the way of transportation, while several gentlemen in the city have been made the recipients of handsome gifts of various kinds, Architect Driscoll has been inter- esting himself to such an exfent in the capture of Winscit, bccause of the cmbarrassment caused him by the latter’s leaving. He had drawn plans for seventeen of Winacit's contem- plated or partly finished structures, and was consequently blamed by some of the parties who had advanced money, because he had been asso ied with the rascally contractor. This persevering hunt for the man and the success attending it will, doubtless, fully exonerate Mr. Driscoll from avy responsibility in Winscit's transactions, and at the same time reflect great credit upon him for keen detective ability. Winssit represented here that he had been associated in years gone by with Pionkerton's detective force. A Lwill affect on two cases, that of STILL HOLDING OUT. The Striking Shovelers Stick to Their Refusal to Work A Few Men Remaln on the Ground and are Protected by the Police. The condition of affairs in the shovelers strike for higher wages is unchanged yesterday. Yesterday about two hundred and fif y mon con- grogated at the point where the B & M. excavating 18 going ith their shovels and indicated their willingness to go to work at $1.50 a day Mr, Stephenson again refused to grant the increase and the men did not resume operations, They were peacable and orderly but remained on the spot for a long time endeavorirg to induce #hree o four men who had gone to work to quit also. The police were upon the ground early but found nothing to demand their prosence and after a time with- drew. There does not seem to be any dis- position on the part of the strikers to take possession of the place or to com- mit any violence, but the men are evidently of the opinion that they can dissuade any other laborers irom going to work and think that Stephenson will be obliged to give in $o their de- wands. They state that it will be necessary for him to get men to work pretty soon, as the time allowed for completion of the jub is limited, At one p. m. yest«riay aboutfiftcen men attempted to go to work in the ent, but the crowd again gathered and interfered with them to such an e tent that all but four or five gave up. The only man who has not been bothered by the stri " iaterference 18 an elderly Trishinan, both deaf und dumb, He keeps steas at his job, andas none of the crowd are especi- ally avxious ko vun against his pick- uxe, they leave him alone, Contractor Stephenson said sieni- fioantly yosterday that he would have mnen at work to day who wouldn't_stand any foolislness, and intimated that if the strikers inter- fered with them there would be some sore heads in that vicmnity. KOSTERS' CASE. The Plea in Abatement Sustained by Judge Savage. The plea in abatement filed by the counsel for Charles Kosters, was argned in the district cou t yuste - day by Messrs. Cowin and Smytheand District Attorney Burnh: was the proposition on which the plea was founded and the law ou the sub- ject that Judge Sav. did not cou- sider it necessary to delay his decision. The plea washeld good. This decision n. So plair Kosters and Henry Siert aud both will be held over (o await the action of the grand jury next term unless a special graud jury is calied. MARCH 1 1882 sion conveyed by his counsel is that Bierhiam has committed suicide from the etfects of worrying over his trouble, but the conduct of his bondsmen does not indicate that they are very sanguine of any such act having beon committed. THE BER reporter talked 'with an officer who was conversant with the facts in the case and ke scont ed the idea of Bierbaum hav suici ded. He declared him to be a ! man and laughed at the 1dea of & spiracy, ‘‘He has skipped the towu, that's all,” was his emphetic remark, It has been stated on the street tha Bierbaum paid his bondsmen th money before he left but this was not likely and it is really a matter of doubt as to whether he was driven to take his own life or has gone off to escape retribution for his crimc. & — PETTY BURGLARY. A Midnight Marauder Rifles the Clothes of Two Men, A petty burglary occurred at Zim merman’s saloon on the corner of Thirteenth and Harney streets Sun- day night. Two of Zimmerman’s em ployés, Henry Stringer and Philip nyder, were sleeping in a small room back of the bar room, and the bur glar entered from a back dooc by torcing the look. The marauder went through the clothi of the sleeping men and obtained abotit $25 in iy and a silver watch valued ai 810, The thief retired quietly and in good order and the depredation was not discov- ered until this morning. THE STROEBECH MURDER. Capture of Another Man Implicated in the Affair, The report was received peiter- day that Murray, who is implicated 1n the murder of Henry Stroebech at Keg Creck township, Towa, had been captured at Red Oak, in that state, and is on the way to Council Blufts, Joe Botts, the negro arrested o charge of doing the shooting, is in ¢ county jail in this city, and will prob- ably be taken to the Bluffs yesterday on a requisition. Botts was detected through his desire to see his girl, Maria Camphell, a colored woman of unsavory reputation, Whenarrested, he was sleeping with her at a house occupied by a colorcd man named The house surrcunded and Botts induced to si render at the muzzle of a revolver The prioner was very cool un‘il h hed the jail, where he seemed u gomewh.s. A partio ular friend furnished Mrs. Winscit with a mule on which she rode, while her husband walked, all of the way to Atcliuson, the pair arriving there by daylight. Frem Atchinson they went into Wy- oming and from there drifted south- ward to 'lexas, where Winscit became involved in some disreputable transac- tion, for which they were obliged to skip out and narrowly escaped with their lives, In Las Vegas, Texas, they passed by the name of D'Almer, and were widely known on account of their fast living and oxpensive habits of both. There Winscit was engaged in contracting for structures of ever name and nature, so that he left many sorrowing and revenge ul credi- tors behind. Missouri wus next a scene of opera- tions, and the contract frayd was re- peated at St. Louis, When Winscit skipped from there, he left his wife that time and she adopted the same tactios as practiced here, pretending that she was unaware of his wherea- bouts and that he had deserted her penniless, Through the assistance of The bill was endorsed by the citi- zons' committee and by the represen- tatives of Douglas county on Friday night, and its principal features are us fullows: The city council is given power to pave any street which they deem ne- cessary to be paved; in cuse a majol y perty holders on the strect r;&:va it paved they may uuite n to the council, and then tory upon the council to bave it done, The bill provides for paving districts. Bonds not to exceed $100,000 are to be issued annually, to run ten years at 6 per cent., and are a lien upon the property, the city thus guaranteeing the payment. The city 1s to pave the intersection of streets and the spaces opposite the alleys. This is equal to one-third, so that $100,000 is equal to $300,000 of pav- ing, the property owners paying for two-thirds, Provision is made for a board of public works, to consist of three men appointed by the mayor and confirmed by the council, their terms to be one, two and three years, 80 that the board will always have two old members. The salary of the chairman i8 not to cxceed §2,000 annum, and the salary of the ntl::: members ia not to exceed $1,000, ready to listen to the concluding testi mony. Distrior Attorney Burnham announced that the defendant was not in the court room and the deputy sheriff called him three times without success, after which the bondsmen'’s names were called and the bond of $1,000 forfeited. Hon. J, C. Cowin, one of Bier- baum's counsel stated that his clien: wus absent and that he beli. ved ir to b2 through no intention to evade th: result of the trial.
