MR. VEST’S BILL IN REGARD TO NATIONAT. BANKS. Mr. Vest introduced a bill to prohibit the issue of bank notes or currency by national banks that May be organized or reorganized after the first of July, 1862. He said he saw by the papers this morning that the Attorney General had delivered an official opinion to the effect that, under exist- ing laws, without additional legislation by Con- ess, the national banks could continue their ex- istence with the same privileges and powers now conferred by existing statutes. By the report of the Comptroller of the Curren- cy It appeared that 293 Of these Institutions would go out of existence between May Ist and February Ist, 1883, Without legislation, then, the present banking system must continue for an Indefinite period of Ume. He simply desired to bring this question fairly and squarely before the represent- atlves of the people, and for that reason intro- duced the bill, which provided that that feature of the present law which confers upon national banks the power to issue currency upon bo the United States, shall cease as to banks ized or reorganized after July Ueved, If he might be permitted to say so, that the committee on finance was opposed to any such legistatton, and, if they were, he hoped his bill | would not be consigned to “the tomb of the lets,” but that it would be reported back either favorably or unfavorably. ‘The bill then went to the committee on finance, THE MISSING STATE DEPARTMENT PATE! WHAT CHAIRMAN NEAL, OF THE HOUSE COMMITTEE, SAYS, Chairman Neal, of the House District of Colum- bia committee, has not ag yet been advised that the committee on rules has acted upon the District committee's request to be accorded certain days for District legislation. He is of the opinion that unless there fs some assigned days given the Dis- trict committee but little legislation of District interests can be effected. A Srak reporter asked him to-day what he thought touching an increased water supply for the District. He sai: “Iam glad to see the Sen- ate District, committee ts acting upon the matter, Whenever they agree upon a bill I will have it considered in the House District committee. It the bill passes the Senate it will come to the House and go on the Speaker's table, By giving the mat- ter previous consideration in the House committee I will be enabled tosay that it Bas already received the approval of that committee, and move to take 16 from the Speaker’s table and put it upon tts passage without refertpce, This will save time,” “How about the bill to the flats?” “It isnow on the House’ calendar; when it is Teached, of course I shall press it.
