WasHINGTON, Kebruary 8 —Mr. Blair presented a resolution that the constitution be amended prohibiting after A. D, 1900 the manufacture, salo, mportation, exportation and transportation of aleoholic liquors, except for scientific and medical pur- poses. Ordered printed. The secretary of war sent a commu- nication in reply to Mr. Morgan's resolution for information regarding experiments with guns of larger calibre than eight inches, stating that it would take the whole al year to finish the same. Mr. Morgan moved it be tabled as insulting and said when the secretary got old enough to understand his busi- ness he would treat the senate in a less snubby way. Mr. Allison upheld the secretary. Mr. Harris introduced a resolution directing the secrotary of state to in- stitute negotiations for a reciprocity treaty with Guatemala. Mcr. Blair resumed the discussion of the resolution against repeal of the arrcars of pausions, upholding the act. Messes. Vost, Maxey and Davis (W Va.), all supported the arrears of peusion bill, the latter offering an amendment to protect the govern- ment against fraudulent pensions and to protect the lowest pensioners. The matter then went over until to-morrow on the understanding that thero would then be a vote. Among the number of private bills called up by unanimous_consent and passed was one by Mr. Dawes to ac- cept and ratify the agreement with the Crow Indians of Montana, It provides for surveys and settlement 1n a portion of the reservation in sev- eralty of Indians now on the reserva- tion, 1 consideration for the cession of the remainder of the reservation. Tho government agrees to pay twen- ty-five annual installments of $3,000 each. Au appropriation is made for the first installment and $15,000 for surveys. At 4 o'clock the senate went into executive session and adjourned at 4:45p. m. PROCEEDINGS IN THE HOUSE. Mr. Kasson reported a_bill appoint- ing u commission on tariff instead of his bill for one on the tariff and in- ternal revenue, and hs would ask its connideration at an early day. Mr. Randall said when the bill came up he would move to amend by making the commission consist of two senators, three representatives and four experts, instead of nine experts, a8 now.
