"COUNCIL BLUFFS. A Dull Day in Iowa's Western Metropolis. The City Council Receive and View the New Fire Team. Special Taxes for Certain Im- provements to Come] Out of the General Fund. A Vigorous War Between Two Col- ored Sisters Who Wanted the Same Man, The city council met in regular ses sion Tuesday evening to receive Daw- son and his big 8000 horses, all the way from St. Louis,ZMiesouri. The horses are iron grey and feel proud enough to think that they have been sent for so far away. Mr, appeared, also proud of the grand achievement, and Jack Rogers will defy any two mon in Towa to do bet- ter. Conspicuous among them was the following: Be it resolved by the common coun- cil of the city of Council Bluffs, That the special lovies made by the com mon council for the repair and 1 provement of parks, Iudian creek, Vaughan avenue, Union avenue, Mis- sour river levee, bo from and af- ter this consolidated into and made part of the city, and that all of said special taxes 80 levied shall be a part of the general fund of said city, and 80 appropriated and used by the city. The voteon the same was put, re- sulting in a tie volte, Churchill, Daw- son, Phillips and Spetman voting in the aflirmative; Aldermen Fonda, Keller, Rain and Unthank contra, The mayor cast his vote with the for- mer and the resolution was adopted. A motion was thereupon made that all outstanding orders be paid in gen- eral fund warrants, Action on the extension of Mynster street was deferred. A motion to al low the street car company to lay its tracks on Fourth street, Union ave- aue and other streets was laid on the table, On motion of Alderman Rain, the council elected E. W. Jackson as a member of the regular police force. THB CRAWLING LOUSEY. A gentleman who has recently ex- plored the crawling Lousey for about a mile, between here and the pork house, reports that the usual cold weather ‘‘dead” menagerio is gathor- ing rapidly, including rats, cats, dogs, hogs, and as he was returning home, he met a jackass going down there to die. Of course, so long as winter con- tinues we shall not feel the effect of deleterious exhalations, but when the warm weather comes the health of our city will be impaired to a greater or less extent, If ever this ci’y gets out of debt, and in a financial condition to warrant it, Indian creek will be covered, and used as the maiit sewer of the city. But until that time comes care should be taken in regard to what offal iw deposited there during the cold weather, to rot and poison the atmosphere in the spring. Citi- zens, when called upon to part with any of their animals, domestic or otherwise, shonld see to it and have them buried, and the ordinan pro- hibiting the deposit of such filth in Indian creek within the limits of our city should be strictly enforced. TRUBBLE IN DK CAMP, There was quite an altercation be tween a couple of colored women at the laundry, No. 646 Lower Broad- way, kept by a whito man and his col- ored wife, between one of the inmates named Lena and a colored sister, who called and simply wished to seo her on a matter that was troubling her hear stays. Again last evening Dohaney's opera house was well filled, notwithstanding the storm} to see the Clifford Com pany present the nex play entitled *‘Bertha the Sewing Machine Girl,” The company amply sustained the reputation they = gained the first night. Eawin Clifford is an actor of no mean capacity and in the character of the butchor boy acquitted himself admirably. Miss Olive West as Bertha, displayed her powers as an emotional actress, but lacked in *“vol ume” of voice. H. NOTES AND COMMENT, The city council by a resolution have consolidated all the special levies in‘o one general fund and also passed a resolution that all orders hereafier drawn shall be on thav fund. You must o back one step further, gen- tlemen, and bo very careful how many orders you draw. The only way for an individnal to restore his credit s to curtuil hig expenses and prepare to meot his paper dollar. The ule applies to cities, It scems to us that not adollar ghould be expended at present only to put such strects as need it in good condition. About &07,000 thus far have been expended on improvements and the ordinary expenscs of running the city govern- mont and we doubtif there isa prin- cipal residence street in our city with a good sidewalk on both sides of it. All outside schemes should be put in aboyance until our finances are straightencd out so we may know where we are and what we can do. This building air castles and blowing soap bubbles may do for children but not for a city like Council Bluffs. To seo that Council Bluffs is grow- ing rapidly one has only to cast his eyes about him. Not only do we see large and costly buildings being erect- ed on every hand, but those who are not as yet ready to build anew are launching out on every hand raising the old buildings up, putting on now fronts, remodeling entirely. As soon as one of our merchants believes the old homo is past keeping up with the times he encloses it in a more costly and elaborate structure, and passes the old house out through the windows, As soon as his business has outgrown the capacity of the old storeroom or shop, he erects either in the rear or upon the side an addition to meet, for the prosent, his increasing trade or business, and soon he will begin the erection of a handsome brick building. Somo of our landlords thought a pigstye or hen-coop plenty good enough for their tenants, but now we sce Charley Baughan and others erecting lurge houses, and they tell us that they pay very much better. And s0 we go on, Soon no man will think of building anything less than a four story building in Council Blufls, and from brick we will go to granite, until we have one of the finest looking cities in the west. Wo are pleased to noto that the city council have ordered Oakland avenuv graded, Mr Harden will, as eoon ns possible, will direct his attenrion to that important thoroughfare.
