GOUNCIL BLUFFS, Proceedings of the Regular Moeting of the City Council. Capture of a Man About to { pen a New Criminal Industry. Miscsllaneous News from This Part of theSlope. THE CITY COUNCIL met again in extra session Wednesnay evening. On call of roll the mayor and Aldermen Dawson, Fonda, Mr. Keller re- had some Unthank responded. wmarked ‘that Mr. Cavin doubts as to whether he could long act with this august body officially, as r ho was no longer a citizon of the ward | he had the honor of representing. The mayor thought the matter should at once be referred to City Attorney Holmes, who after deliberation arose and in a dignified manner procceded to vender an opinion. The purport of which was that when an alderman coased to reside in the ward from which he was chosen, he could no longer represent the ward in which he formerly resided. Keller wanted to know if it didn't make a difference when it wasan adjourned meeting of the body. Mr. Holmes again arose and explained that when an alderman ceased to reside in the ward from which he had been chosen he could not legally represent said ward in the city couneil. The mayor said that he thought that Mr. Cavi was of the same opinion, Mr. Cavin aroso, and, in a voice that told of the emotion within, stated that he had been compelled to move his family from the ward which he had had the honor of representing. In a very neat speech he returned his heartfelt thanks to the mayor and council for the courtesies extended since he had acted with them for the upbuilding of their chosen city. A motion was made to proceed to elect an alderman from the Fust ward.. Mayor Vaughan presented the fo'lowing candidates: William Siedent, Hon. George Carson, J. L. Forman. Joln Beno, Joseph Rogs, James Wickham and Ropert. Rain, Aldermn Calvin moved that the'mat- matter delayed until the next meeting. Cavin's motion being scconded, a bal- lot was taken, resulting in a tie vote. ‘Tho mayor cast his vote in favor of an immediate ballot. An informal one ‘waa taken, which resulted as follows : M. B, Brown.. J. P. Wickham. . Feank Guanells. George Carson. . .. The first formal ballot resulted in the ELECTION OF ROBERT RAIN to fll the vacancy caused by Cavin's removing from the First ward, Petition of Bell Clover, signed by ‘Guespacher aud others, for a saloon on Lower Main streot, was presented, and on motion of Alderman Unthank, court house at this point. That the board of trade had already taken ac- tion in the matter and they should receive the hearty co-operation of the council and every citizen of Council Bluffs After transacting other important business the council adjourned. Their conduct at the time of taking the brick away was such that Mr. Hopkina' suspicions were hroused. He remarked to his fo that he thought there was something wrong. Tt so inpressed his mind that he im- wediately camo up town and reported what had taken place to John W Chapoan, proprietor of The Nonpareil and a Bre reporter. Mr. Chap man romarked that it was the old brick gamo that had but recently becn enacted 8o success- ful in Denver and cautioned that nothing be said about thg affair, for the present, as should it be noised abrond it would put the parties on their guard, The chief of police was let into the secret so that it was only known to Mr. Hopkin, Colonel Chap- man, Chicf Ficld and a BEe reporter. After recewving the brick from the shop the men took it some distan®e from the city and burried 1t. They then set themselves at work for their ictims. J. M. Scofield, brother of field, was selected. One of the confederates approached Mr. S:o- field who is in the employ of Vaughan & Co, as driver ot one of the Herdic's and asked him if he did not wish to makosome money. His answer was [ ho would be glad to, provided he could do 8o honestly. Mr. Seofield mot the man at one of our saloons the same night as per arrangement. At this meeting voung Scofield was in- formed that he knew an old miner who lived out of the city who had a gold brick worth from $3,000 to $4,000, which could be purchased from him for $1,000. That he would furnish all he had about £1,000, if Scofield would rasise 88 0. 'That they effect a sale of this prize and divide the proceeds equally. On Wednes- day a team was procured and the two proceeded to where the miner who owned the brick lived. On the way they met the man they were secking, and the three went to the spot where the supposed treasury was buried, ex- humed tho same and taking it with them returned to the city, A meet- ing for final nogotiations was arrengoed, the eame in aroom at the Mount Pleasant house, on Upper Broadway, Wodnesday cvening. Meantime the original brick man wanted young Scofield to procure 8260 from his brother to advance the miner as part payment.
