Amnother Installment of Congress- man Daggett's Romark- able Spoech, Congressiona Recorl, February 25, 1851 RATLROAD OUTRHAGES IN NEVADA T admit that I have not made my self very familiar with the details of of railroad discriminations east of the | Rocky mountains; yet, were it possi- ble for for me to shut my ears to pop ular complaint and my eyes to un challenged st.tement, the considera ation of this bill, radical in purpos and general as 1t is in application, would in itself be evidence that the ovil is as widespread in the states east of the Mississi and Rio Gran it is unjust and commercially ¢ alizing everywhere But howoyer oppressive cr general may be the burden of railroad dis- crimination on this side of the Rocky mountains, or however emphatic may be the demand for congressional action in restraint of interstate railroad im- position throughout the central and southern states, I am here to-day, sir, to place before and upon the re- cordsof this house a verified complaint of discriminations against the stato of Nevada, in character so monstous that beside the exhibit the recital of other rievances will souyd like favors con- erred and the sweet omise of still greater benetactions to come, Gentlemen from Ilinois may bring their statements of railroad wrongs; and I will pile an Ossa upon the Pe- lion of their complaints; they may bring them from Texas or Colorado, and I will Hood the Shaeta of their appeals for relief, and still fall short of expreasing in the double monument of outrage the full measures of dis- criminations practiced against Nevada, Their statements tell of a few dollars jer ton unjmtly collocted; mine of 200, £300, $400, 600 per car load mcl\ed]), nluluuulmly remorsclessly taken from the pockets of consumcrs without even the pretense of consider- ation. The will housenever understand the full e of the word until they have settled for the carriage of a ton of freight, I ¢ not of what kind, by rail from New York to any railroad point in Rastorn Nevada. Their railroad managers are com- pumtivuly mild-mannered gentlemen, Thoy collect ‘more than is honestly their due, but are gracious enough to try and explain _the reason, Thi not the ease in Nevada, There tho merchant is compelled to pay through rates from ocean to ocean, and from $200 to $500 per car-load in addition for the privilege of paying it, and the mouth of protest 18 closed by the threat of increased exactions. These statements must be regarded a8 strange by those who know noth- ing of their truth; but I am strangely ~well propared to establish that they ane strangly correct. { Possessing no especial knowledge of railroad discrimination cast of Nevads, and assuming that a majority of the members upon this floor can know but little of railroad tariffs west of the Rocky mountains, inasmuch as the effort hagjbeen ceaseless to disguise or keep them secret, I shall ‘confine myself to the operations of the eight lundred and ninoty-five miles of road between San Francisco and Ogden, and incidentally to the 1,032 miles strotching eastward thenco to Omaha. Of the eight hundred and ninety-five miles of track belonging to the Uen- tral Pacific railroad company, about four hundred and fifty miles wind across the state of Nevada, passing through or near its most populous counties and most productive mining districts, Hence, the general depend- ence of the people of the stato for transportatisn over this road, PERSONAL EXPLANATION, And now, sir, lest T may overlook the explanation, I will take the occa- sion to mention here that, personally as well as politicmly, T entertain to- ward the directors of tho Central Pa- cific railroad company no feeling of hostility, and no desire that they may be deprived of anything that is justly theirs, Like myself, Governor Stanford, the president of the company, was a republican when the title carried with it persecution and reproach; when the public addresses of the Bakers and Traceys of California were answered, as they only could be answered, by tumult and violence; when the dissent- ing Brodericks of orthodox democracy were healed of their apostacy by half- ounce bullets and modest monuments in Lone mountain. 1 assisted, and most cheerfully, in his electiou as governor of California, and well and faithfully did he perform the duties of his high office, It is therefore with regret that T am compelled to assail the greater and later acts of his life, and make such showings as must bring in ous fques his uur[mms‘u integrity. But I have a duty to per- form, and have neither the right nor the will to shirk it; and if in my allu- sions to the public acts of these gen- tlemen inferences may be drawn prejudicial to their individual honesty or sense of justice, friendship will per- mit me to offer nothing in return be- yond the assuran e of my pity for all whose greed of gain makes a footstool of equity, and in the midst of their willions bankrupts them i the respect of mankind, THE CENTRAL PABIFIC, Passing entirely through the State offNevads, castward from the Sierra Nevada Mountuins, and tortuously fol- lowing its most fertile valleys for the | _ sako of the land grants, without es- pecial regard to distances, is the railroad of the Central Paci- fie. Along its four hundred and fifty miles of track in the state are rcattored fifty or sixty vil- lages and other stations, a fow of the more prominent of which I shall now mention, together with the distances e B e from San Francisco. They are as follows: Distances by the Central Pacific from San Francicco eastward to points in N vada Miles 806 From San Francisco to Reno From San Franciseo to Wadsworth From San Francisco to Winnemuccs From San Feancisco to Battle M tain From San Francisco to Palisade From San Franciseo to Lk From San Francisea to Kelton({"tah). 803 From San Frasciseo to Ogden(Utah). 805 As it will be shown that the nearer these towns are to the Missouri river the greater is the charge for the trans portation of freights from that point or n other words, that the freight rates from the east increase in rigid and unconscionable uniformity with the deercase in distance, it is essentinl to a proper understanding of the fig ures following that the respective dis tances from San Francisco of the towns just noted be borne in mind. [ [Appendix A,] the through rates from New York to San freights as embrace theleading articles of consumption in Nevada The schedule, however, which names and ssifies hetween twelve and thirteen hundred digti et commodities, will be given eutire as an appendix to these remarks, believing that it will be in- structive reading to many. The charges are all the way from 81,800 per ear load of ten tons. a schedule is issued and m"m:l by the g neral freight agent of the Union Pacific in Omaha, the gen- eral freight agent of the Central Pa n Franeisco, anfi the general it of both companies in New York. The title of the schedule is as follows: through freight tarifls, in ruary 1, 1877, to San Fran- Sacramento, Marysville, San tockton, and Oakland, Califor- TARIFE SCHEDULES OF THE nia. Freights are rated from four differ- ent points and their surroundings in the east, namely, New York, Cincin nati, Chicago and Omaha, and 1o dis- tinction in prices i made between the cities named for delivery in California; that is, the prices are precisely the game, for example, at Sacramento and San i‘mnumu, although the latter point is one hundred and fifty-one miles farther westward. Although a distinet line in the title of the schedule anuounces that “published only for the information and guidance of agents and em of the the Union and Central | railroads,” T hiw od myself of its figures just as freely as if it had beon printed for the benefit of the public; and as it is furthoer de 1 that “no contracting agent has authority to de- viate from the rates herein viven,” I must assume that they are, what I know them to be, the through rates actually charged, excopt in special cases where they are dishonorably lessened as a roward to sycophancy or a punishment of smplaint. The rates the same, as shown by the schedule from which these figures have been compiled; but does the Central Pacific Railroad Company charge San Fran- ciseo rates to Reno, three hundred and i s noarer New York, or to Win- nemucea, four hundred and seventy- five miles nearer, or to Elko, six hun- dred and mineteen miles from the Golden Gate? Con- signed from whore! No one knows. It may be from Now York, from San Francisco, from heaven or hell—aud from the prices it might be frem any of these puints -~ but the desi alone is mentioned. The title of this mystorious schedule is as follows: “Special froight tariffy for freights consigned to Winnemucea, Wads- worth, Reno, Viginia City, and Car- son, Neveda; and Truckee and Colfax, Califoruin; to take effect Monday, October 29, 1877.” Convigned from where, T ropeat! But it seems that, within the scope and pos ibility of nnlnhllwl railroad brigandage, the gentlemen who fixthe rat s for Nevada did not think thatm these charges—these outrageous ad vances over through tariffs — they had (quite reached the limit between which and confiseation stretches anarrow and misty zone which honest traflic dare not travel; and, therefore, still deeper they adventured into the pockets of ple, and drew forth this addi tional mowatain of charges which they cruelly and without remorse added to the already stacgering burden of al- most double rates, In direct and authoritative proof and explanation of this, T quote from the printed scedule from which 1 have drawn the exhibit entitled “‘ape: freight rates from San Francisco to points in N " the schedule which authorizes the charges of from 116 to 1 for the cheapest of froights consigned to prominent points The instruction, printed in two places that it may not be over looked, reads as follows: *‘Freightsfor the points named below [ Winnemu Wadsworth, Reno, &e.,| may be co tracted through to destination [from whera is not mentioned] by adding to tigp through rates given in tho tarifls dated February 1, 1877, the amounts stated below.” Ts tirere any doubt about the intent or meaning of those words! THE TESTIMONY OF RECEIPTED BILL The plans of the well conditioned gentlemen who manace the affurs of the Union and Central Pacitic railroad eompanies will doubtless be somewha interfered with by these expositions, resulting, as thl-y may, in acquainting Forty-sixth congress with the full ure of railroad tariffs in Nevada; inco their plans and purposes are equally lawless and infamous, they cannot reasonably expect that any con- sideration personal to themsclves will check the development. Tell it not in Gath, pubhsh it not in tho streets of Askelon, yet the figures T have presented have been drawn from their own printed sched- ules. Let it die with the unsayory breezes of the great basin, whose par- tinl nature with foot of ashes has trampledout the green; yot 1 will add to their admitted rates the testimony of their receipted bills, Tt may he ned that, although the printed schodules of the railroad companies exact cewin extravagant rates in Nevada, they are really not matter of fact; that they n exhibit of what might be done in the way of charges, rather than of what the consciences of the railrond managers will permit their agents to do.
