Deroche's crime was unprovoked, and incensed the commuuity so that swift retribotion was deemed neces- sary. Mr. Springer, of Illinois, intro- duced a bill to smend section 398 of the revised statutes relating to postage on second class matter,s0as to make it read as follows: “On ewspapers and other periodicals, froma known office of publication to reguiar subscribers, the postage shall be paid for not less than one quarter nor more than one year, whose payment may be made cither at the office of mailing or de- livery, commercing at any time, and the postmaster shall account for such postage in the quarter where it is re- ceived.” The bill was referred.
