This precludes the raising of pay of a policeman by the council either by resolution or ordinance, even though ho be assigned to unusual duty. He can, in fact, be assigned to po duty as policeman nor included in those speci- fied in the charter and ordinances. I1f duties are to be required of the nature of police duty which a member of the regular forco may not be required to perform, the mayer and council should provide for the pertormance of such duties by ordinance, It may not be out of place for me here tosuggest that it has seldom, if ever, been found to work well to per- manently assizn one of a force, all of whom are of the same grade, to the command of his comrades. If done atall, it should be but temporary, and then bylot or turns. The captain or commander of a police force, either by day or might, is too import. ant a position to bo merely as- signed to a member from the ranks, without due official appointment under laws duly enacted.
