WASHINGTON, Oct. 10, The Supreme Court of the United States wxfl meet next week, Among the most interesting cases Is that of Phillips against Payne, appealed frony the Supreme Court of this dis- triot, which involves the legality of the retrocession of Alexandria city and county from this distrigt to the state of Virginia. The Supreme Court of the distriet affirmed the validity of the transfer. Judge Wil- loughby, who represents the appel- lant, will shortly make application to the Supreme Court to advance the case on the calender. He has consulted the Attorney General, who thinks it of grave importance that the case should be early decided. The points on whigh the appellants rely arg first, that when accepting the session of Alexandria, Virginia, it became part of the permanent capital of the United States, and Congress had no eonstitutional right to pass a law changing that relation. Second, that the act of retrocession is inval- id, Lecause it was made dependent } foritsforce and effect upon the votes of a majority of the voters of Alex- andria, and Congress had no power to delegate to 1t legislative fune- tions. The State of Virginia employed no counsel in the case. Unitea mstates Confactioners’ Tool Works, Thos' Mills & Bro., Manutacturerslo Caonfegtioners’Tools e i Frossar .
