Russell to the various fuel administra- tors.in the state. The letter sent to the local administrators, among whom M. E. Jensen is the administrator for Norwich, is as follows: ? “It may as well be stated clearly that the state administrator has no state law in back of him to enforce his requests. We, however, believe that 95 per cent. of the people we have to deal with will 1 recognize our authority without law, and if law is required it will take the Gov- ernor only five days to call the legisla- ture, and@ undoubtedly the legislature will give us whatever authority is needed. During the past six weeks we have thad plenty of eévidence that fhe retail dealers are intending to co-operate fully as much as they did during the war. A very im- portant point, however, is that although we have no legal backing in the state we are the only recognized - authority at Washington, and the only souce that is recognized by the anthracite distribution committee, who are in charge of the entire distribution for the country. Thro- ugh this recognition of their's we are therefore, in a position to wield a_very wide power, which we could not other- wise.
