Works under this charter, shall have been chosen and qua! ified. The Board of Public Works, aforesaid, Thaying the control of the Department of Public Works, shall consist of five res- ident electors of sald clty, who shall serve without pay, and who shall hold no other oity office, and who shall be appeinted as follows:—On the first day of Janu- ary, in the year 1923 the Mayor of said city shall appoint two members of said ‘board to serve for one year, two mem- bers to'serve for twa. years, and one mem- ber to serve for three years from after their ‘appointment and until thelr successors shall have been appointed and qualified; and afinually thereafter the said Mayor shall appoint members of said board as expiration of terms require, but,not. more than three members of sald board shall be of the same Dolitical party. Sald board shall efect a president from its ‘own number who shall preside at its meetings. Three_members of said board shail constituts a quotum to trans: business but a lesser number may me and -adjourn from time to time. Sal board -shail hold meetings ‘at least once a ‘month’ and at such other times as it may detarmine. SECTION 65. Director of Public Warks. On the first day of January in the year 1923, and ‘biennially thereafter, 'said board shall appoint a person, with pract tical knowledge of enginéering, for a Di- fpEate bt Piblie (Worksy Spt jexclpt 23 herwise provided in this charter, said Director of Public Works, under the su- pervision of the Board of Public Works, shall be responsible for streets, highways, public ‘avenues, alleys, bridges over rafl- roads, public grounds, public parks, ex- cepting Mohegan' Park and such public parks as may hereafter be acquired by sald city, sidewalks, curbs. gutters, and crosswalks within the limits of £aid city and the opening, grading, improving, re- pairing, and cleaning the same: and he shall have charge of the public bufld- ings in said city used and occupled by the Depactment of Public Works; and he shall have charge of constructing, re- pairing, cleaning, and generally caring for ‘gewers, drains, culverts, slulce-ways, and catch-basins within the limits of said city; and he shall have charge of pub- lic fences, public stairs, public trees ex- clusive of those In Mohegan Park and such publlc parks as may hereaffer be acquired by said city, Yantic Cove, all within the limits of said city; and he shall have charge of collecting and dis- posing of garbage and ashes within the limits' of said city, and sprinkling and olling streets. * SaiJ Director shall Fave charge of the ‘making and shall preserve all surveys, mats, plans, drawings, and estimates Té- lating to all works under the charge or said Department of Public Works. SECTION 67. Removal of Obstructions. Al obstruetions and incumbrances of evéry kind which shall be erected, placed, 1aid, left, deposited, continued, or' suffered to remain’in and upon any highway, street, public walk, public avenue, or pirb- lie landing place in said city, in wiolation of any by-law or ordinance of maid clty, aball be desmed forfefted to said city, and may be appropriated to its uss by the Board of Public Works; and said Lioard of Public Works may cause ail nuisances, obstructions, and_incumbracss, .found or existing in any place in.said city, in vie- lation of any by-law or ‘ordinance of sa\d city to be removed at the expense of the person or, persqus causing, continuing, or suftering. to Temmain such nuisance, ob- struetion, or -incumbrance.
