BILLARD RE8|GN$. 1s Out of N. Y, N. H. & H. and N. E. Navigation Dirctorates New Haven, Conn., July 31—The resignation of John L. Billard of Mer- iden, from the directorates of the New York, New Haven anq Hartford Rail- road ‘and the New England Navigation Company was announced here today. The announcement was made in a statement issued by Homer S, Cum- mings of Stamford, counsel for Mr. Biilard, after a consultation with Mr. Billard. The statement say: Wished to. Resign Months Ago. Mr. Billard today sent in his resig- nation as a member of the board of directors of the New York, New Hav en and Hartford Railroad company and of the New England Navigation company. If Mr. Billard had consuit- ed his personal wishes he would have sent in his designation several months ago, as it has been his desire for some time, to be relieved as far as possible of business care: Held On During Investigation. “He refrained from sending in his resignation because of the importun- ities of friends and his associates, and because it did not seem desirable to take any step which might change the status of affairs while the Interstate Commerce Commission was investigat- ing the financial tranaction of the New York, New Haven and Hartford Rallroad company. “In view ,of the fact, however, that that investigation has been completed and a formal report filed, Mr. Billard now feels free to submit his resig- nation. It is only fair to say that there is an additional reason- for his resignation. Might Embarrass Associates. ‘The report of the Interstate Com- merce Commission deals In_part with relations between the New York, New Haven and Hartford Railroad and the Billard Company. A committee of the directors of the railroad has been ap- pointed to investigate and report further upon the Billard Company af- fairs, so far as the railroad company may be interested in them. Mr, Bil- lard feels that his continued presence on the board of directors might pos- sibly be embarrassing to his asso ates in_conducting their investi tion, and it is his wish that such in vestigation should be as full as com- plete and unlimited in scope as the most exacting could require. . Under those circumstances it will be mani- fest that the action taken by Mr. Bil- lard was dlcte, ted by the strictest sense of propriety.” MILITARY FEELING IS GROWING IN CANADA.
