HEARING ON “ANTI-POLLUTION.” Bill Provides that Cities and Towns must “Ciean up” Sewage. This _afternoon t two o'clock a public hearing on House Bi 708, known as the Anti-Pol will be held by the Committee on Public Health and ety, of which Hon. J. | H. Whaitcomb of - _Cis chair. man. A number of interests are advocat- ing the bill—particuiurly the sanitary authorities, yack Dy associations, growers. The bill provides that all rivers and other watercourses shall be placed under the charge of the of Health and that all cj corporations and individuals smen, summer colo- | fishermen and oyster | quired to “purify” or otherwise dis- |37 (VO = Pose of euch sewage. Among the beneficial effects of the | bill would be better conditions for | summer homes on the shores of the | Sound and rivers, more cnjovable | boating, a pronounced gain in public | health and cleanliness and the restor- atlon of the former splendid supply of fish and shell-fish in our water- | courses Drinking water secured from water- courees will be purer than ever. Some idea of the mecessity for protecting | public water-supply can be had by | considering the situation at Spring. Beld, Mass., on the Connecticut River: Water unfit for drinking will here- after by publicity placarded in Springfield, Mass. The local Board of Health has passed an ordinance re- | quiring that pipes, faucets, and other outlets from which unfiltered river water is obtained for fire protection and industrial uses be provided with placard of warning and painted a brilliant red, eays the Engineering Record. In this way it hoped to prevent peo- ple from drinking the contaminated water and reduce the mortality from enteric diseases. The ordinance, in fact, goes & step further and reaquires that pails and similar utensils for containing the river water be marked with the red danger-sign. As for the placards at the faucets, they bear the legend “Warning Polluted Water,” in letters at least one inch in height, and are inscribed in several languages. The Springfield Board of Health is to be commended for the action 1t has taken. Duplicate systems of water supply, one for domestic and the other for industrial use, are not un- common in cities Where there are large number of mills and factories, as at Springfleld. That city is sup- plied with filtered water for domestic use, but it is difficult to make mill- hands, many of them foreigners, ap- preciate the danger of using the im pure river water by telling them the risks they take. The printing and placarding of the faucets, however, should set as & much needed deter- Tent in the promiscuous use of such water. Tt should be remembered that these conditions exist at a point north of our State boundary line. They mean that the water of the Connecticut River is already partly polluted be- —_—mm——m—m—mm " Coughs and Consumption. Coughs and colds, when neglected, slways lead to serious trouble of the lungs.
