North Dakota’s bonded indebtedness, in‘cludirig this issue, is less than one-half of 1% of the State’s. assessed valuation. - The total Bond issues of North Dakota amount to but little more ‘than 10 cents per acre. For each dollar there is property to the value of $500. The total indebt- edness of the State after the present issues are seld will be about 1-40 of one year’s production. Special provisions have been written into“the consti- tution safeguarding the payment of both principal and in- terest, which can not be changed or repealed until both have been paid. ; Special Real Estate Series In addition to placing behind the Bonds the credit of the entire State, its full taxing power and jts total re- sources, first mortgages on improved North Dakota farm lands have been filed with the State Treasurer as a direct security. They represent approximately 40% of the valuation of the land, and in no case can the valuation be more than 50%, which is the ratio fixed by statute. Validity of Issue : The constitutionality and validity of the law author- . izing the Bonds has been passed upon and approved by the District Court, by the Supreme Court of North Da- kota, by the Unitea' States Federal District Court and by the Supreme Court of the United States in a unanimous decision.
