Conferences have been held at Chicago and Wash- ington between Julius H. Barnes, head of the grain corporation, and the grain gamblers to settle upon ways and means for “opéning” the market, and Secretary of Agriculture E. T. Mere- dith-has declined to interfere in any way. . e John N. Hagan, commissioner of agriculture and labor in North Dakota, has failed in a manful effort to have Secretary Meredith call a meeting in which the producers of wheat might be given a chance to say something about the rules under which it is sold. On May 4 Mr. Hagan sent the follow- ing telegram: HAGAN SENDS WIRRE TO SECRETARY MEREDITH “Hon. Edwin T. Meredith, Secretary of Agriculture, Washington, D. C.: As publicly announced and published in New York Times, May 1, Hon. Julius Barnes, de facto U. S. wheat director, has called a meeting of representa- tives of wheat and flour trade organi- zations to be held at La Salle hotel, Chicago, May 7, to provide for and to permit the establishment of a free and open market for the purchase, sale and ‘handling of wheat and wheat products. Upon expiration of wheat guarantee act Mr. Barnes concludes that the purchase and price paid rests with a few officials and states it is measur- ably true these officials, with or with- out concerted action, can influence the price level for America. “I believe at the conclusion of Mr. Barnes’ Chicago meeting that you should direct the holding of a meeting promptly at Washington, D. C., at which time the proposed action to be taken May 7. may be considered at a conference wherein the American pro- ducer may be represented along with the wheat and flour trade as well as the mass of the American consumers. “It is painfully important to note that there was a conceded loss of 43 cents an acre in cost of producing one of the largest crops of wheat ever rais- ed in Kansas last year, disposition of said crop being under the official jurisdiction of Wheat Director Barnes. D.” 0 In response to this perfectly clear telegram Mr. Hagan got this reply: “John N. Hagan, Commissioner of Agriculture and Labor, Bismarck, N. D.: Received your telegram. Do not understand clearly what conference you have in.mind. I would appreciate it if you would wire me further details. “E. T. MEREDITH. - “Washington, D. C.” Mr. Hagan then sent a second tel- egram to Mr. Meredith, explaining the situation in further det£il and adding thaty“hedging,” which the grain gam- blers are desirous of re-establishing, means “not only buying and selling the futures of actual wheat but also imag- inary wheat, or rather thin air, which to the producer meant lower prices and to the consuming public higher prices, with too large a margin of profit by the middleman. The American farmer was willing to raise wheat at a loss to help win the war, but if we are to establish a permanent agricul- ture, the American farmer must be protected from the gamblers in food products to such ansextent he secures enough of the consumer’s dollar to enable him to continue in agriculture. The wheat raiser must either produce wheat at a reasonable profit or discon- tinue raising wheat. “In view of Mr. Barnes’ call to wheat and flour trade organizations for their protection the United States department of agriculture, if to be of any value to the producer, should call a conference inviting not only Mr. Barnes, Hoover and the grain trade but the producer, and especially invite the representatives and senators of the wheat states so that the public, includ- ing“the consumer and producer, can also be protected.” MEREDITH “PASSES THE BUCK” TO CONGRESS ; After waiting some days Mr. Mere- dith decided to dodge and “pass the buck” to congress, instead of taking any action on behalf of the farmers. He wired Mr. Hagan May 8: “Conference you suggest would in- volve calling together representatives of producers, of transportation agen- cies and of every branch of grain in- dustry as well as congressmen and senators, with view to legislation if necessary before end of May.
