Not a Representative of the Farmers, It Seems Washington Bureau, Nonpartisan Leader. 1. MEREDITH of Des Moines, Iowa, has been appointed secretary of agriculture in President Wilson’s cabinet to suc- coed Secretary Houston, a’*s the taryship of the wlo treasury in plaze cof Ca ariar Glas:, ve- signed. The new secretary of agriculture is publisher of Successful Farming, a monthly farm paper sold at 85 cents per year., He is not a farmer nor has he. any degree in an agricultural col- lege. In his biography in “Rus” he claims merely to have been “réared on farm and in town.” He is a direc- tor of the United States Chamber of Commerce, the naticnal big business organization of manufacturers, bauik- ers, ete., supported largely by con- tributions by packers, as revealed by congressional investigations. The appointment is purely political in its nature. Mr. Meredith has been a Democratic politician for years. He has run.on the Democratic ticket and been defeated for both governor and senator in Iowa. He was delegate-at- large to the Democratic national con- vention in 1916, and prior to the pres- ent appointment has been given sev- -eral other jobs by the Democrats, since they have been in power in the na- tional administration. He was a member of the treasury department excess profits board dur- ing the war and a member of the American mission to Great Britain and France in 1918. But his chief honor from the Democratic party, prior to the present appointment, came when he was made director of the Chicago Federal Reserve bank. This is not the government land (farm® loan) bank established ~under the govern- ment rural credit system, but one of the central banks in' the national bank reserve system established by the Democratic administration. The Democratic politicians expected to accomplish two chief ends by plac- ing Mr. Meredith in the cabinet.. First, Secretary Houston, whom he succeeds, has probably been the most unpopular secretary of agriculture with the farmers that the country ever had. He has lacked the farmers’ point of view and the department’s policies un- der him have largely coincided with the views cf the big business inter- ests. The Democrats hope, by taking Houston out of the agricultural de- partment and placing him in the treas- ury department, to conciliate the farmers prior to the 1920 elections. Second, they hore to carry Iowa this year by placing a leading Iowa politi- cian in the cabinet. One of the chief aims of the Democrats is to defeat Senator Cummins in Iowa this year, and they think Iowa’s recognition by a cabinet appointment will help. Mr. Meredith’s relations with the packing trust have been grounds for suspicion ‘on the part of the farmers for some time, and this is likely to make the new. secretary just as un- popular and just as much a millstone around the admmxatratlons neck as Houston ever was. The chief agency in exposing the packing trust monopoly and profiteer- ing has been the federal trade com- _mission, and the trade commission, on account of its fearless fight on tie packers, for years has been an object of wvenomous attack by the United States Chamber of Commerce, of which Mr. Meredith is a director and the packers are members.
