Cooper Talks to Kansas Workers HE story of the Nonpar- tisan league and its fight in North Dakota to gain for the city and farm worker a fairer share of the profits of their labor was told to the delegates to the annual convention of the Kansas State Fed- eration of Labor at Arkansas City, Kan,, recently. R..L. Cooper, state secretary and manager of the League . in Kansas, presented the League story and told the workers of the program ~of the organized farmers. The convention was the largest labor assemblage ever held in Kansas. More than 200 delegates from all parts of the state were present. After the session at which Mr. Cooper spoke had adjourned, there was a scram- ble among the delegates for League literature, and the workers of the state showed a keen interest in the farmers’ movement, which has done more for - the industrial workers of North Dako- ta in passing constructive labor legis- lation in one session of the legislature than was ever before accomplished in the history of any other state. The Kansas Federation: of Labor last year changed its annual meeting date so that it would be held before the primary elections, instead of follow- ing them as formerly. This year the federation changed its bylaws to pro- vide for a district legislative represen- tative in every town where there are labor organizations. The new rules provide further that the federation legislative committee shall be called together within 80 days following the annual meeting for the purpose of outlining the legislative program, drafting of proposed laws and sending each district representative copies several months in advance of the bi- ennial session of the state legislature, so that each.will become familiar with the proposed laws and be ready to sup- port them. Each district representa- tive will appoint a committee to visit every candidate for the legislature be- fore the primaries and if possible ob- tain his indorsement of the labor legis- lative program. This new plan opens the way for the entrance of the Kansas federation into state politics, and it is believed that the organized workers will give their wholehearted support to the or- ganized farmers. ‘ J. O. Stevic, assistant manager of the Kansas branch of the League, was present at the convention as a dele- .gate from the Topeka Industrial coun- cil and was instrumental in getting the convention to adopt the new polit- ical plan.
