But they fought a losing game. One thing can be said for the Non- partisan leaguers in the legislature which can not be said of the others. The Leaguers voted on the merits of the measures introduced and not ac- cording to the dictates of any leaders and when they went home after the session was over they went with the consciousness that they had done their duty, and held their heads high. At the outset each League Ieglslator was approached and asked to sign an agreement that he owed no allegiance to any party except the Democratic party and would be guided according to the dictates of the Democrats in the legislature. Not a League leg'ls- lator signed. Besides killing off all Nonpar- tisan league measures, the fif- teenth session, evidently in fear of the Nonpartisan league in Idaho in the future, repealed the state-wide primary law which has been on the statute books for the last 10 years, created a state con- stabulary law, passed an amend- ment to the syndicalism law mak- ing it more sweeping than here- tofore, and established a cabinet form of government which gives to Governor Davis power which, when compared to that wielded by the late czar of Russia in his palmiest days, would make that ruler seem as harmless as the king of England. NO PEOPLE’S BILLS, SCORES FOR INTERESTS A thorough study of the several hundred bills passed by the Idaho leg- islature fails to reveal one which makes for the relief or benefit of the whole people, but shows scores of laws passed for the benefit of the in- surance trust, the power trust, the mining trust and the timber trust. The - legislature adjourned several days after the allotted 60 days. Bond issues and appropriations approximat- ing $10,000,000 were plastered on the state, $900,000 of which is for the erec- tion of additional wings to the pres- ent .capitol. The erection of the new wings means an annual interest on the capitol building alone of approxi- mately $75,000, as there is still $750,- 000 due on the original building. Daring the 1918 pelitical cam- paign in Idaho every one who was known to favor the Nonpartisan league, organizers, speakers and members were branded by flag- wavers as disloyal, socialistic, pro-German or seditious. But the fifteenth legislature of Idaho kill- ed a soldiers’ moratorium bill in- troduced by a Nonpartisan leaguer who had three sons in the service of his country, one of whom died in France; and then, to show their appreciation of the returned fight- ers, adopted a bill providing for stone monuments and medals made of German cannon. The legislature also passed a ware- house bill which provides for nothing more than a political machine built up with the appointment of dozens of in- spectors, samplers, ete. The manner in which the farmers are signing up in the Nonpartisan league is sufficient proof that they realize something drastic must be done in 1920. The farmers have es- tablished at Nampa, Idaho, a daily paper called the Idaho Free Press, which will be no small factor in the next political campaign. The paper started out with a subscription list of several thousand and scores of sub- scriptions are being received each day.
