When it is remembered that the annual ground rents there, ex- _cluding all income from buildings or improvements, amount to about $60,000,000 a year, and remember that these values are year by year created by the presence and the enterprise of the whole body of the people of New Zealand and not by the handful of men, not more than 10,000 of them, and very largely men who do not even live in New Zealand, but who pri- vately appropriate these national earnings, it will be easily seen how great is this wrong and how needless would be any other tax- ation, were these publicly created values once appropriated for pub- lic purposes. ° The chief justice was quite correct in assuming that the adoption of the original law was a victory for an idea - rather than a plan for carrying it out, but during all these years the demand has been becoming more insistent for a larger appropriation of these pub- licly created values. Since the adop- tion of this law the right of eminent domain has been applied in the break- ing up of large estates to promote closer settlements. There has been adopted a graduated land tax which adds much to the tax required from large holdings as compared with small ones. During the last year of my resi- dence in New Zealand the organ- ization by which I was engaged carned on a campaign in 24 cities or counties for the placing of mu- nicipal or local taxation, also on the ground values, exclusive of . all improvements. There were ac- tive campaigns undertaken in.22 of these cities and counties and the measure was adopted in every instance by overwhelming majorities. Curiously enough, in no municipal-- ity or county where this idea has beer adopted has there ever been any ef fort to secure the repeal of the law or to have the scheme abandoned. The idea back of the land tax is so firmly fixed that when the Tories finally came into power as the result of in- trigue and outright betrayal they made no effort to-repeal the law. In this instance, as in many others, _where measures were involved which the Tories had always fought, like life and fire insurance and the old-age pension, among their first acts were acts to increase the tax on unimproved land, lower the age limit- when the old-age pensions become available and to start a campaign for extending the services of the insurance department. (The subject of the next and last article in this series will be, “What of the Future in New Zealand?”) The department of agriculture sends out a letter by one W. H.
