Congressman Browne of Wisconsin questioned Lydecker as to the circular issued by the league in September, showing that it proposed an “educa- tional” campaign to cost $1,200,000, " and to cover every high school, college and university, every church, theater, * lyceum and Chautauqua in the coun- try, beside a thorough organization in every state and every congressional district. Lydeeker admitted that the Security " patriots were very anxious to collect that amount of money for their cam- paign, but he denied that they had been able, thus far, to get their hands upon so much real money. Congressman Caraway read the Security league program to the wit- ness, and asked him especially what was meant by “Creating a greater re- gard for representative government as distinguished from mass administra- tion; protecting our national. legisla- ture fronj dangerous proletarians.” Lydecker explained that the organ- ization was doing all in its power to teach the nation that it can not be - governed wisely by “mass rule or a mob”; that “our people should be taught to have the greatest respect for their representatives”; that “mass administration appears to be, the present curse of Russia.” Caraway asked him what he meant by a proletarian. “Well, I don’t exactly know what a proletarian is,” said the president of the National Security league, “but a -dangerous proletarian is a man who is an ignorant demagogue.” “Where did you get that definition ?” inquired, the congressman. “A pro- letarian is a poor man, a man without means, or a laborer; a wage-earner. Now, you are to guard congress against poor people?” “I don’t think,” replied Lydecker, “that you can make any point that the league is in any ‘wayopposed to the class that- needs help and uplift- ing and education—the poorer class.” Finally, he announced that “A pro- letarian is a demagogue.” DISCHARGE OF CONSCIENTIOUS ‘OBJECTORS . The war department authorizes pub- lication of the following circular: 1. Conscientious objectors classified in groups 1A and 1C (those refusing noncombatant duty) at present retain- ed in camps, will be discharged. 2. If there is any doubt as to the proper classification of a conscientious objector’ who has not appeared before the board of inquiry for examination, he will be retained for such examina- tion before he-is discharged. After recommendation of the board id made and copy is supplied to the command- ing officer of the post, camp or sta- tion, authority is hereby given to dis- charge the men classified in above groups, without waiting for approval and further direction from-the war de- partment. : 3. For the present, all men on farms or on indefinite furlough, or on fur- lough with Friends service committee will be recalled only after consultation with the employer, to determine whether it is to be to the best interest of all concerned, and at the request. of the soldier. After such men are re- called, they will be discharged. 4. Form No. 526, A. G. O., will be used for the discharge of class 1A and 1C conscientious objectors. There will be interpolated, after the authority is filled in following the words “by rea- son of” in the forth line, the follow- ing remark: “This is a conscientious obJector who . has done no military duty whatsoever and who refused to wear the uniform.” By order of the secretary of war.
